Currency Act 1965
Currency (Australian Coins) Amendment (2022 Royal Australian Mint No. 2) Determination 2022
Subsection 13(2) and section 13A of the Currency Act 1965 (the Act) provide that the Treasurer may, by legislative instrument, determine details of Australian coin characteristics including denomination, standard composition, standard weight, allowable variation from standard weight, design and dimensions.
The purpose of this legislative instrument is to determine the characteristics of 1 new circulating and 32 new non-circulating coins proposed to be issued by the Royal Australian Mint.
The Treasurer may authorise the making and issuing of coins specified, or taken to be specified, in the Schedule to the Currency Act 1965. A payment of money is a legal tender if it is made in coins that are made and issued under the Currency Act 1965. Through the issue of a currency determination, the Treasurer can add, remove and alter the coin characteristics specified, or taken to be specified, in the Schedule to the Currency Act 1965.
In accordance with section 19 of the Acts Interpretation Act 1901, any Minister in the Treasury portfolio may, by legislative instrument, determine details of Australian coin characteristics.
Details of the legislative instrument are set out in the Attachment.
The legislative instrument commenced on the day after it was registered on the Federal Register of Legislation.
The legislative instrument is subject to disallowance under section 42 of the Legislation Act 2003.
The Determination is a legislative instrument for the purposes of the Legislation Act 2003. The Determination is not subject to sunsetting under the Legislation Act 2003 on the grounds that the instrument ensures economic certainty (see Legislation (Exemptions and Other Matters) Regulation 2015). The instrument’s operation is integral in ensuring that the currency produced by the Mints becomes, and remains, legal tender unless or until returned to a mint to be taken out of circulation in accordance with the Currency Act 1965.
Consultation
No public consultation was undertaken in relation to this legislative instrument. The effect of this instrument is to determine details of new Australian coin characteristics which will enable the Royal Australian Mint to continue its production of circulating and numismatic coins.
Members of the public have the opportunity to contact the Royal Australian Mint to present any themes they would like to see commemorated on Australian legal tender. These concepts are then researched and assessed in accordance with the Royal Australian Mint’s Coin Design Policy. The Royal Australian Mint also uses market-based tools to identify interested parties and gauge interest in coin themes.

Overview of the Legislative Instrument
The purpose of this legislative instrument is to determine the characteristics of 1 new circulating and 32 new non-circulating coins proposed to be issued by the Royal Australian Mint.

This Legislative Instrument does not engage any of the applicable rights or freedoms.
Conclusion
This Legislative Instrument is compatible with human rights as it does not raise any human rights issues.

Details of the Currency (Australian Coins) Amendment (2022 Royal Australian Mint No. 2) Determination 2022
This Attachment sets out further details of the Currency (Australian Coins) Amendment (2022 Royal Australian Mint No. 2) Determination 2022 (the Determination).
Section 1 – Name
This section provides that the name of the Determination is the Currency (Australian Coins) Amendment (2022 Royal Australian Mint No. 2) Determination 2022.
Section 2 – Commencement
This section prescribes that the Determination commences the day after the Determination is registered.
Section 3 – Authority
This section provides that the Determination is made under the Currency Act 1965.
Section 4 – Schedule
This section provides that each instrument specified in a Schedule to the Determination is amended or repealed as set out in the Schedule.
Schedule 1 – Amendments
Schedule 1 amends the Currency (Australian Coins) Determination 2019 by adding the details of new coin characteristics and making technical amendments to ensure the Determination operates as intended. The newly determined coin characteristics are set out below.
New circulating coin
2022 $2 Coloured Circulating Coin – 75th Anniversary of Peacekeeping
The design on the 2022 $2 coloured circulating coin commemorating the 75th Anniversary of Peacekeeping consists of a stylised representation of two doves facing left and right toward the rim of the coin, with wings spread and tails intertwined. In the beaks of each dove are olive branches. Between the doves are four blue concentric circles, and in the background are two concentric circles partially obscured by the doves. The design includes the following inscriptions: “75th ANNIVERSARY OF PEACEKEEPING”; and “AS” (being the initials of the designer Aleksandra Stokic).
Consistent with all Australian legal tender coinage, an effigy of Her Majesty Queen Elizabeth II will appear on the obverse side of the coin together with the inscriptions “ELIZABETH II” and “AUSTRALIA”, the inscription, in numerals, of a year and Arabic numerals for the amount, in dollars or cents, of the denomination of the coin followed by “DOLLAR”, “DOLLARS” or “CENTS” as the case requires. The obverse design also includes the initials of the designer Jody Clark “JC”.

2022 $2 ‘C’ Mintmark Coloured Uncirculated Coin – 75th Anniversary of Peacekeeping
The design on the 2022 $2 coloured uncirculated coin commemorating the 75th Anniversary of Peacekeeping consists of a stylised representation of two doves facing left and right toward the rim of the coin, with wings spread and tails intertwined. The design on the 2022 $5 gold frosted uncirculated coin – mini money kookaburra consists of a representation of a kookaburra perched on a branch. The design includes the following inscriptions: “AS” (being the initials of the designer Aleksandra Stokic); and “Xg .9999 Au” (where “X” is the nominal weight in grams of the coin, expressed as a whole number or a common fraction in Arabic numerals).

The design on the 2022 50¢ uncirculated coin – On the Edge of a Plain (Henry Lawson, 1893) consists of, at the top half of the coin, a representation of two men sitting on their swags beside a tree, one holding a pipe and the other holding a mug and patting a dog. The dog is sniffing a hat that is on the ground between the men. At the bottom half of the coin is a man holding a stick, partially obscuring a representation of a man embracing a woman and a child. There are a woman and two children by a house. The design includes the following inscriptions: “ON THE EDGE OF A PLAIN”; “50”; and “AWB” (being the initials of the designer Adam William Ball).
Consistent with all Australian legal tender coinage, an effigy of Her Majesty Queen Elizabeth II will appear on the obverse side of the coin together with the inscriptions “ELIZABETH II” and “AUSTRALIA”, and the inscription, in numerals, of a year. 2022 50¢ Uncirculated Coin – The Drover’s Wife (Henry Lawson, 1892)
The design on the 2022 50¢ uncirculated coin – The Drover’s Wife (Henry Lawson, 1892) consists of, at the top half of the coin, a representation of a woman in 19th century clothing carrying a child and holding a boy by his shirt. The boy is holding a large stick. There are two girls on the left of and behind the woman. On the right of the woman is a wall with a hole at the base and a dog. There is a snake is slithering into that hole. A representation of another woman in 19th century clothing is positioned in the foreground at the bottom of the coin. In the background, behind the woman, there is a silhouette of four children, flames and trees. The design includes the following inscriptions: “THE DROVER’S WIFE”; “50”; and “AWB” (being the initials of the designer Adam William Ball).

The design on the 2022 50¢ uncirculated coin – The Loaded Dog (Henry Lawson, 1901) consists of, at the top of the coin, a representation of a dog with sticks of dynamite with the fuse lit in its mouth. At the bottom of the coin, there is a representation of three men running from a dog. A representation of a body of water in front of a cliff face is positioned in the background. The design includes the following inscriptions: “THE LOADED DOG”; “50”; and “AWB” (being the initials of the designer Adam William Ball).

The design on the 2022 20¢ uncirculated coin – AC/DC: 45th Anniversary of Let There Be Rock album consists of a central circle enclosing a design based on the cover art of the Australian release of AC/DC’s 1977 Let There Be Rock album and, surrounding the central circle, a black ring with fine, concentric circles representing the grooves on a vinyl record. The design includes the following inscription: “45th ANNIVERSARY OF LET THERE BE ROCK ALBUM”.

The design on the 2023 20¢ uncirculated coin – AC/DC Commemorative consists of a central circle enclosing a stylised representation of a loudspeaker and, superimposed over the central circle, the AC/DC logo trademark owned by Leidseplein Presse B.V. Surrounding the central circle is a black ring with fine, concentric circles representing the grooves on a vinyl record.

The design of the Year of the Rabbit coins consists of a crescent shape which is partially obscured on its convex side by a stylised representation of plantain lilies, partially obscured by a rabbit holding a small branch. The design includes the following inscriptions: the Chinese language character (兔) pronounced Tù under the pinyin system and meaning rabbit, “YEAR OF THE RABBIT” and “BS” (the initials of designer, Bronwyn Scott). The reverse of the silver ingot coin includes the design within a curved convex border. The silver and gold domed coins also include the following inscription: “X oz .999 Ag” and “X oz .9999 Au” respectively (where “X” is the nominal weight in ounces of the coin, expressed as a whole number or a common fraction in Arabic numerals).

On the obverse of the silver ingot coin the effigy is surrounded by a stylised representation of plantain lilies within a curved convex border.
On the obverse of the silver and gold domed coins the effigy is surrounded by an ornamental border comprising stylised representations of splashing water. Immediately inside the rim of the coin is a border consisting of stylised representations of each of the following: a rat; a pig; a dog; a rooster; a monkey; a goat; a horse; a snake; a dragon; a rabbit; a tiger; and an ox.
2022 $1 Coloured Uncirculated Coin – 2022 Australian Commonwealth Games Team
The design on the 2022 $1 coloured uncirculated coin – 2022 Australian Commonwealth Games Team consists of a stylised representation of two athletes, one representing a diver performing an acrobatic dive, the other representing a track cyclist riding a bicycle. Partially obscured by the athletes is a representation of the Commonwealth Star (also known as the Star of Federation), within which there is a mirror image of one point of the star. There is a representation of the Commonwealth Games Australia logo. A green and gold colour gradient in the shape of a crescent surrounds the Star and athletes. The design includes the following inscription: “BIRMINGHAM 2022”.
Consistent with all Australian legal tender coinage, an effigy of Her Majesty Queen Elizabeth II will appear on the obverse side of the coins together with the inscriptions “ELIZABETH II” and “AUSTRALIA”, the inscription, in numerals, of a year and Arabic numerals for the amount, in dollars or cents, of the denomination of the coin followed by “DOLLAR”, “DOLLARS” or “CENTS” as the case requires. 2022 50¢ Gold-Plated Uncirculated Coin – 2022 Australian Commonwealth Games Team
The design on the 2022 50¢ gold-plated uncirculated coin – 2022 Australian Commonwealth Games Team consists of a stylised representation of three athletes, with each athlete representing a lawn bowler wearing a prosthetic leg and kneeling in a bowling pose; a cricket player swinging a cricket bat; and a netball player throwing a netball. The design also includes, behind the athletes, a representation of the Commonwealth Star (also known as the Star of Federation) with only four points of the star visible; and a representation of the Commonwealth Games Australia logo. In the background of the design, is a repeating pattern of a stylised representation of a kangaroo and an emu in five geometric sections. The design includes the following inscription: “BIRMINGHAM 2022”.

The design on the 2022 $1 1/2oz coloured silver uncirculated coin – 2022 Australian Commonwealth Games Team consists of a stylised representation of three athletes, with each athlete representing a track parasport athlete in a wheelchair; a gymnast performing the splits; and a rugby player running while holding a ball. The design also features a coloured representation of the Commonwealth Star (also known as the Star of Federation), within which there is a mirror image of one point of the star, and a representation of the Commonwealth Games Australia logo. In the background of the design is a representation of five geometric shapes. The design includes the following inscriptions: “BIRMINGHAM 2022”; “AUSTRALIAN COMMONWEALTH GAMES TEAM”; and “X oz .999 Ag (where “X” is the nominal weight in ounces of the coin, expressed as a whole number or a common fraction in Arabic numerals)”.

The design on the $5 coloured silver and $100 coloured gold proof domed coins – Beauty, Rich & Rare – Great Barrier Reef consists of an aerial view of a stylised representation of a whale shark, various corals and seaweeds, a coloured representation of a school of fish swimming around the whale shark, and a stylised representation of a clownfish and various corals. The design includes the following inscriptions: (i) “GREAT BARRIER REEF”; “2022 BEAUTY, RICH & RARE”; Arabic numerals for the amount, in dollars or cents, of the denomination of the coin, either preceded by “$” or followed by “¢” as the case requires; and “BS” (being the initials of the designer Bronwyn Scott).
Consistent with all Australian legal tender coinage, an effigy of Her Majesty Queen Elizabeth II will appear on the obverse side of the coins together with the inscriptions “ELIZABETH II” and “AUSTRALIA”. The obverse design also includes the initials of the designer Jody Clark “JC”.

The design on the 2021 $1 privy mark uncirculated coins – ANDA release consists of a stylised representation of five kangaroos, “1 DOLLAR” and a privy mark with a stylised representation of either a whale shark, clownfish, weedy seadragon, or eastern blue groper enclosed in a square.

The design on the 2022 $2 coloured uncirculated coin – Socceroos 1922 - 2022 consists of a central circle containing a stylised representation of the Football Australia logo. In the background is a stylised pattern representing the design on a soccer ball. Overlaying the background are three stylised green ribbons encircling and partially obscured by the central circle, also representing the Football Australia logo. The design includes the following inscriptions: “SOCCEROOS”; and “1922-2022”.

The design on the 2022 dusky dolphin coins consists of a circular border surrounding and partially obscured by a representation of three dusky dolphins porpoising out of the water. In the background is a representation of a rising sun on the horizon. The design includes the following inscriptions: “DUSKY DOLPHIN”; and either “X oz .9999 FINE GOLD” or “X oz.999 FINE SILVER” as the case requires (where “X” is the nominal weight in ounces of the coin, expressed as a whole number or a common fraction in Arabic numerals).
