REGULATIONS UNDER THE EDUCATION ACT 1945-1959.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Education Act 1945-1959.

Amendments of the Commonwealth Scholarships and Awards Regulations†

Parts.

1. Regulation 4 of the Commonwealth Scholarships and Awards Regulations is amended by omitting the words—

“ Part III.—Commonwealth Post-Graduate Awards (Regulations 14a-14b) ”

and inserting in their stead the words—

“ Part III.—Commonwealth Post-graduate Awards (Regulations 14a-14bb) ”.

Definitions.

2. Regulation 5 of the Commonwealth Scholarships and Awards Regulations is amended—

(a) by inserting, after the definition of “benefits the following definition:—

“ ‘ Commonwealth scholarship ’ means a Commonwealth University scholarship or a Commonwealth Advanced Education scholarship awarded under these Regulations;”; and

(b) by inserting, after the definition of “full-time student”, the following definition:—

“ ‘ ordinary scholarship ’ means a Commonwealth scholarship other than a mature age scholarship;”.

3. Regulation 6 of the Commonwealth Scholarships and Awards Regulations is repealed and the following regulations are inserted in its stead:—

Commonwealth University scholarships.

“ 6.—(1.) Subject to these Regulations, the Board or an authorized officer may award Commonwealth University scholarships to students of the classes specified in Part I. of the Schedule to these Regulations.

“ (2” Commonwealth University scholarships shall be of three classes, namely, open entrance scholarships, later year scholarships and mature age scholarships.

“ (3.) A student whose application for a Commonwealth University scholarship is successful shall be awarded—

(a) in the case of a student who attained the age of twenty-five years before the first day of January in the year in which he is first awarded a Commonwealth University scholarship—a mature age scholarship; or

(b) in any other case—an open entrance scholarship or a later year scholarship.

Commonwealth Advanced Education scholarships.

“ 6a.—(1.) Subject to these Regulations, the Board or an authorized officer may award Commonwealth Advanced Education scholarships to students of the classes specified in Part II. of the Schedule to these Regulations.

“ (2.) Commonwealth Advanced Education scholarships shall be of two classes, namely, open entrance scholarships and later year scholarships.

Benefits.

“ 6b. Benefits, as determined by the Board in accordance with these Regulations, are payable to or in respect of students who are awarded Commonwealth scholarships.

Number of scholarships.

“ 6c. The Minister shall determine the number of Commonwealth scholarships to be awarded in each year.

Conditions regarding grant of scholarships.

“ 6d. The methods and standards of selection of students to whom Commonwealth scholarships are to be awarded and the conditions subject to which Commonwealth scholarships are to be held shall—

(a) to the extent that the Minister has given directions in relation to those matters—be as determined by the Board in accordance with those directions; or

(b) if the Minister has not given any such directions—be as determined by the Board.”.

4. After regulation 14b of the Commonwealth Scholarships and Awards Regulations the following regulations are inserted:—

Number of awards.

“ 14ba. The Minister shall determine the number of Commonwealth Post-graduate Awards to be made available in each year.

Conditions, &c, of awards.

“ 14bb. The methods and standards of selection of students to whom Commonwealth Post-graduate Awards are to be granted and the conditions subject to which Commonwealth Post-graduate Awards are to be held shall—

(a) to the extent that the Minister has given directions in relation to those matters—be as determined by the Board in accordance with those directions; or

(b) if the Minister has not given any such directions—be as determined by the Board.”.


The Schedule.

5. The Schedule to the Commonwealth Scholarships and Awards Regulations is repealed and the following Schedule inserted in its stead:—
