REGULATIONS UNDER THE EDUCATION ACT 1945-1966.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Education Act 1945-1966.

Amendments of the Commonwealth Scholarships and Awards Regulations†

Fares.

1. Regulation 11 of the Commonwealth Scholarships and Awards Regulations is amended—

(a) by omitting from paragraph (b) of sub-section (1.) the words “made during the long vacation” and inserting in their stead the words “, being a journey made during a vacation”;

(b) by omitting sub-regulation (2.) and inserting in its stead the following sub-regulations:—

“(1a.) Subject to this Division, a person who is enrolled at a University as an external student and has been awarded a Commonwealth University Scholarship may be granted, in respect of the year for which the scholarship is awarded, reimbursement of the amount paid by the student for fares for one journey from his home to the University and return made for the purpose of his attendance at classes conducted by the University for external students in connexion with his course of study.

“(2.) The amount reimbursed under either of the last two preceding sub-regulations in respect of a journey shall not exceed the amount by which the appropriate fare in relation to the journey exceeds—

(a) in the case of a journey referred to in paragraph (a) or paragraph (c) of sub-regulation (1.) of this regulation— Five dollars; or

(b) in the case of a journey referred to in paragraph (b) of sub-regulation (1.) or in sub-regulation (1a.), of this regulation—Ten dollars.”;

(c) by omitting from paragraph (a) of sub-regulation (3.) the words “, at concessional rates, if any,”;

(d) by omitting from sub-paragraph (i) of paragraph (b) of sub-regulation (3.) the words “at concessional rates, if any, ; and

(e) by adding at the end thereof the following sub-regulation:—

“(4.) A reference in the last preceding sub-regulation to the fare for a journey or part of a journey shall be read, where the student is entitled to make that journey or part of a journey on payment of a fare calculated at a concessional rate, as a reference to the fare so calculated.”.

Amount of allowance—ordinary scholarships.

2. Regulation 13 of the Commonwealth Scholarships and Awards Regulations is amended—

(a) by omitting from paragraph (a) of sub-regulation (2.) the words “Six hundred and twenty dollars” and inserting in their stead the words “Seven hundred dollars”;

(b) by omitting from paragraph (b) of sub-regulation (2.) the words “One thousand dollars” and inserting in their stead the words “One thousand one hundred dollars”;

(c) by omitting paragraphs (d) and (e) of sub-regulation (2.) and inserting in their stead the following paragraphs:—

“(d) the amount by which money received by him from all sources other than employment during a period of two months commencing on the first day of January or November in the year concerned exceeds Eighty-five dollars; and

(e) the amount by which money received by him from all sources during a period of two months commencing on the first day of March, May, July or September in the year concerned exceeds Eighty-five dollars.”;

(d) by omitting from sub-regulation (3.) the words “any week” and inserting in their stead the words “any period of two months”;

(e) by omitting from sub-regulation (3.) the words “that week” (twice occurring) and inserting in their stead the words “that period”;

(f) by omitting from paragraph (a) of sub-regulation (3a.) the words “Five thousand three hundred dollars” (wherever occurring) and inserting in their stead the words “Five thousand six hundred dollars”;

(g) by omitting from that paragraph the words “Two thousand six hundred and fifty dollars” and inserting in their stead the words “Two thousand eight hundred dollars”;

(h) by inserting in paragraph (b) of sub-regulation (3a.), after the word “Regulations”, the words “or in a course or courses that is or are approved for the purposes of the scheme known as the Commonwealth Technical Scholarship Scheme”;

(i) by adding at the end of the definition of the term “N” in sub-regulation (3b.) the words “or in a course or courses that is or are approved for the purposes of the scheme known as the Commonwealth Technical Scholarship Scheme”; and

(j) by omitting from paragraph (a) of sub-regulation (6.) the words “each year after attaining that age” and inserting in their stead the words “the year in which he attains that age, and in each succeeding year”.

Amount of allowance—mature age scholarships.

3. Regulation 14 of the Commonwealth Scholarships and Awards Regulations is amended—

(a) by omitting from sub-regulation (1.) the words “One thousand dollars” and inserting in their stead the words “One thousand one hundred dollars”;

(b) by omitting from sub-regulation (2.) the words “Seven dollars” and inserting in their stead the words “Ten dollars”; and

(c) by omitting from sub-regulation (3.) the words “Fourteen dollars” and inserting in their stead the words “Twenty dollars”.

Schedule.

4. The Schedule to the Commonwealth Scholarships and Awards Regulations is repealed and the following Schedule inserted in its stead:—

5. The amendments of the Commonwealth Scholarships and Awards Regulations made by these Regulations apply in respect of the year that commenced on the first day of January, 1971, and all subsequent years.
