REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1924.

THE BOARD OF COMMISSIONERS appointed under the Commonwealth Public Service Act 1922-1924, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following amendments of the Regulations, such amendments to come into operation forthwith, except amendments of regulations 75, 79, and 79a, which are to come into operation as from the 20th April, 1928, and amendments of regulations 24 and 137, which are to come into operation as from the 1st June, 1928.

Amendments of Commonwealth Public Service Regulations.

(Statutory Rules 1926, No. 212, as amended to this date.)

1. Regulation 24 is amended by omitting sub-regulation (1) and inserting in its stead the following sub-regulation:—

“(1) The Chief Officer of each Department shall cause a return to be forwarded monthly to the Board showing all punishments imposed under the provisions of the Act or these Regulations during the previous month, except fines of an amount of £2 or less and punishments imposed under Section 55 (2) of the Act for minor offences.”

2. Sub-regulations (2), (3) and (4) of regulation 75 are repealed, and the following sub-regulations inserted in their stead:—

“(2) Repealed.

(3) The minimum travelling allowance payable to officers acting as members of an Appeal Board or a Board of Inquiry shall be at the rate of 15s. a day.

(4) Where allowance has been paid to an officer under this regulation for eight weeks’ residence in one locality, the Chief Officer shall submit the case to the Board for review. No such allowance shall be continued beyond three months without the concurrence of the Board, and if, upon review, the Board considers the amount excessive it shall be discontinued or reduced to such amount as the Board thinks fit.

(5) No allowance, other than for expenses necessarily incurred, shall be paid under this regulation in any case where an officer is not required to be absent from his head-quarters over night.”

3. Regulation 79 is amended—

(a) by omitting from sub-regulation (1) the figure “(3)”, and inserting in its stead the figure “(4)”.

(b) by omitting from sub-regulation (2) the figure “(3)”, and inserting in its stead the figure “(4)”.

4. Regulation 79a is amended by omitting from sub-regulation (3) the figure “(3)”, and inserting in its stead the figure “(4)”.

5. Regulation 104 is amended—

(a) by inserting in the table in sub-regulation (1), after the office “Inspector-General of Forests”, opposite the Department “Home and Territories”, the following particulars:—

6. Regulation 105a is amended by inserting after paragraph (y) the following additional paragraphs:—

“(z) An officer occupying, in the Department of Trade and Customs (Marine Branch), an office of Draftsman with limits of salary £114-£456 (£120-£474 from 1st. July, 1926) and receiving salary not exceeding £276 per annum (£306 per annum from 1st July, 1926), shall not be advanced beyond that amount unless—

(1) he has furnished evidence to the satisfaction of the Board that he has completed an approved course of study in subjects relating to the work of the position which he is occupying and in allied subjects at a Technical School or other institution approved by the Board.


On compliance with condition (1) the officer shall, if an adult, be paid not less than £288 per annum (£294 per annum from 1st July, 1926), and may advance by annual increments to £378 per annum (£384 per annum from 1st July, 1926). Until the officer complies with condition (1) he shall be designated ‘Cadet’.”

(aa) An officer occupying, in the Department of Trade and Customs (Marine Branch), an office of Draftsman with limits of salary £114-£456 (£120-£474 from 1st July, 1926), shall not be advanced in salary beyond £378 per annum (£384 per annum from 1st July, 1926), except upon evidence to the satisfaction of the Board that the character and importance of the work so warrant, and that he is capable of discharging under the general supervision of the controlling officer any duties which come within the scope of the Section in which he is employed.

(ab) An officer occupying, in the Department of Markets, an office of Junior Grader with limits of salary £348-£468 (£354-£474 from 1st July, 1926), shall not be advanced in salary beyond £396 per annum (£402 per annum from 1st July (1926), except upon evidence to the satisfaction of the Board that he is capable of discharging any duties which come within the scope of the section in which he is employed. Upon approval of the advancement in salary beyond £396 per annum (£402 per annum from 1st July, 1926) the officer shall be designated ‘Grader’.”

7. Regulation 106 is amended—

8. Regulation 112 is amended—

(a) by omitting from sub-paragraph (iii) of paragraph (a) of sub-regulation (1) the word “or”.

(b) by adding at the end of sub-paragraph (iv) of paragraph (a) of sub-regulation (1) the word; “or”.

(c) by inserting in paragraph (a) of sub-regulation (1) the following additional sub-paragraph:—

“(v) he holds the Leaving, or Senior Public, Examination Certificate of an Australian University; provided that eligibility under this sub-paragraph shall only apply in respect to such offices and under such conditions as the Board may from time to time determine.”

9. Sub-regulation (4) of regulation 137 is repealed.

10. Regulation 157 is repealed and the following regulation inserted in its stead:—

Examinations for Fourth Division.

157. (1) Competitive examinations may be held for admission to the Service in the Fourth Division and, except as otherwise prescribed, every candidate shall be examined in the following subjects:—

Full Marks.

(a) Handwriting—to be judged for legibility, neatness and simplicity from the candidate’s paper in spelling. Marks will not be awarded, and a candidate shall be passed or failed in the subject

(b) Spelling—to be tested by writing from dictation not less than 180 words....

(c) Arithmetic—First four rules, including British standard weights, measures, and money

(2) A candidate shall not be regarded as having passed the examination unless he passes in Handwriting and obtains at least half of the full marks in Spelling and Arithmetic:

Provided that a candidate for the position of Telegraph Messenger shall be held to be qualified for appointment if he passes in Handwriting and obtains half the full marks for Spelling, but his order of merit shall be determined by the number of marks obtained for Spelling and Arithmetic.
