REGULATIONS UNDER THE COMMONWEALTH PUBLIC

SERVICE ACT 1922-1948.*

THE PUBLIC SERVICE BOARD appointed under the Commonwealth Public Service Act 1922-1948, in pursuance and exorcise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments of the Commonwealth Public Service Regulations.†

1. After regulation 51 of the Commonwealth Public Service Regulations, the following regulation is inserted:—

Leave for Defence training.

" 51a.—(1.) The Chief Officer shall, subject to this regulation, grant to an officer who is a member of the Citizen Naval, Military or Air Forces of the Commonwealth, leave of absence on full pay and without deduction from recreation leave for the purpose of attending the annual training of his unit or corps and one school, class or course of instruction in each year.

" (2.) Where, in the opinion of the Chief Officer, it would not be in the public interest to grant to an officer leave of absence under sub-regulation (1.) of this regulation, the Chief Officer shall grant to the officer in lieu thereof leave of absence in accordance with this regulation to enable the officer to attend an equivalent training, school, class or course of instruction of another unit or corps.

" (3.) Leave of absence granted in pursuance of this regulation for the purpose of attending training shall not, in any one year, exceed—

(a) where the officer is a member of the Citizen If Naval Forces, thirteen days inclusive of Saturdays and Sundays ;

(b) where the officer is a member of the Citizen Military Forces, fourteen days inclusive of Saturdays and Sundays ; and

" (4.) Leave of absence granted in pursuance of this regulation for the purpose of attending one school, class or course of instruction shall not, in any one year, exceed—

(a) where the officer is a member of the Citizen Naval Forces, thirteen days inclusive of Saturdays and Sundays ; and

(b) where the officer is a member of the Citizen Military Forces, ten days inclusive of Saturdays and Sundays.

" (5.) An officer shall, when making application for leave of absence under this regulation, submit to the Chief Officer evidence that it is necessary for him to attend at the annual training, school, class or course of instruction.

" (6.) At the conclusion of any training, school, class or course of instruction which an officer has attended during a period of leave of absence granted under this regulation the officer shall submit to the Chief Officer a certificate by his Commanding Officer specifying the period for which the officer attended the training, school, class or course of instruction.

" (7.) Notwithstanding the foregoing provisions of this regulation, a temporary employee whose services are not further required shall not be granted leave of absence in pursuance of this regulation beyond the late on which he would ordinarily have ceased duty.

" (8.) In this regulation—

' officer ' includes a temporary employee ;

' year ' means any period commencing on the first day of July and ending on the next succeeding thirtieth day of June.".

2. Regulation 61a of the Commonwealth Public Service Regulations is repealed and the following regulation inserted in its stead :—

Leave of absence for service with International organizations.

" 61a. The following bodies or organizations shall be prescribed bodies or organizations for the purpose of section 72a of the Act, namely—

Allied Control Commission for Germany ;

Food and Agricultural Organization of the United Nations ;

International Bank for Reconstruction and Development ;

International Civil Aviation Organization ;

International Labour Organization ;

International Monetary Fund ;

International Refugee Organization ;

International Telecommunication Union ;

International Trade Organization ;

South Pacific Commission ;

United Nations ;

United' Nations Educational, Scientific and Cultural Organization ;

United Nations International Children's Emergency Fund ;

Universal Postal Union ;

World Health Organization.".

Meal allowances.

3. Regulation 68 of the Commonwealth Public Service Regulations is amended by adding at the end thereof the following proviso :—

" Provided that where a three-course meal is obtainable by an officer at a canteen, cafeteria or dining-room conducted, controlled or assisted by the Commonwealth, the amount of meal allowance payable to an officer shall be the maximum amount for which a three-course meal can be obtained at the canteen, cafeteria or dining-room.".

Miscellaneous allowances.

4. Regulation 89a of the Commonwealth Public Service Regulations is amended by omitting from sub-regulation (3.) the figures " 30 " and inserting in their stead the figures " 45 ".

Allowances in addition to salary.

5. Regulation 106aa of the Commonwealth Public Service Regulations is amended by omitting from sub-regulation (7.) the words " but not exceeding £50 per annum ".

Constitution of Promotions Appeal Committees.

6. Regulation 109d of the Commonwealth Public Service Regulations is amended by omitting sub-regulation (3.) and inserting in its stead the following sub-regulation :—

" (3.) An organization may nominate not more than two officers to be deputies of each officer nominated by it as a member of a Promotions Appeal Committee and either of the deputies may act as a member of the Committee, if the member for whom he is a deputy is not available, for any reason, to act as a member.".

Promotions on basis of senior efficient officer available.

7. Regulation 109g of the Commonwealth Public Service Regulations is amended by inserting after the words " Assistant Storeman." the word " Storeman.".

Test of qualifications for certain offices.

8. Regulation 112a of the Commonwealth Public Service Regulations is amended—

(a) by inserting in sub-regulation 4 after the words " Institute of Accountants " the words " or Public Accountants Registration Board "; and

(b) by adding at the end thereof the following sub-regulations:—

" (11.) An officer shall not be transferred or promoted to the office of Assistant Librarian (Female) unless she has passed the Leaving Certificate examination held in a State or an examination which, in the opinion of the Board, is its equivalent.

" (12.) An officer shall not be transferred or promoted to the office of Education Officer, unless he has completed a degree course at a University approved by the Board in subjects considered suitable by the Board and has completed professional training in education considered suitable by the Board, or has qualifications which, in the opinion of the Board, are the equivalent.".

Examinations accepted in case of returned soldiers.

9.— (1.) Regulation 159 of the Commonwealth Public Service Regulations is amended—

(a) by inserting after the words " For appointment as Naval Staff Clerk and as Paymaster's Clerk " under the heading " Examinations held by the Department of Defence, viz.:—" the following words:—

" Examinations held by the Royal Australian Navy for the Higher Educational Test Certificate."; and

(b) by omitting the words—

" The examination for the Leaving Certificate of the Education Department, Scotland.

The examination (higher or honours), Education Department, Scotland."

and inserting in their stead the words—

" Examinations held by the Education Department, Scotland, namely:—

Intermediate and Leaving Certificates.".

(2.) This regulation shall be deemed to have come into operation on the first day of August, 1949.

The Second Schedule.

10. The Second Schedule to the Commonwealth Public Service Regulations is amended—

(a) by omitting the designation of the office of " Librarian (Female) £238–£304 " and the conditions of advancement relating thereto, and inserting in their stead the following designation of office and conditions of advancement :—

" Librarian (Female), £238–£352	(1) She shall be paid not less than £268 per annum if she has successfully completed a library course conducted by, or with the approval of, the Board, or a course of training which is, in the opinion of the Board, the equivalent.
	(2) Unless the Board otherwise expressly approves, she shall not be advanced beyond £268 per annual except upon evidence to the satisfaction of the Board that she has successfully completed a library course conducted by, or with the approval of, the Board, or a course of training which is, in the opinion of the Board, the equivalent.
	(3) She shall not be advanced beyond £304 per annum unless the Board is satisfied that she is capable of carrying out efficiently all the duties of the office of Librarian (Female), including library research work."; and

(b) by inserting after the word " graduate " in paragraph 3 of the conditions of advancement opposite the office of " Meteorological Assistant " the words, "or has passed examinations in all the subjects for a degree,".
