The Gazette No. C2013G00704, published on 22 March 2013, announces awards by the Governor-General recognising extraordinary gallantry and sustained operational service by members of the Australian Defence Force. This citation serves to formally recognise and honour the bravery and dedication of military personnel who have demonstrated exceptional courage and commitment in the face of danger, thereby upholding the highest standards of service. The enacting body is the Governor-General, acting on behalf of the Commonwealth of Australia, with the policy objective of acknowledging and celebrating acts of valour and outstanding contributions made by military units and individuals in support of national defence and international peacekeeping missions.

Scope and Application

The Gazette C2013G00704 acknowledges specific acts of extraordinary gallantry and sustained operational service by Australian military units during World War II and in the Middle East. The Unit Citation for Gallantry applies to members of the Royal Australian Navy, specifically HMAS Yarra, for their bravery in action off Singapore on February 5, 1942, and in the Indian Ocean on March 4, 1942. Similarly, the Meritorious Unit Citation recognises Number 92 Wing of the Royal Australian Air Force for their outstanding service in the Middle East from January 2003 to December 2012, supporting Operations FALCONER, CATALYST, and SLIPPER. This recognition extends to the personnel involved in these units, acknowledging their exceptional conduct and service during wartime and ongoing military operations. The application of these citations is confined to the specified military units and their members, reflecting the national recognition of their extraordinary contributions.

Key Provisions

The Gazette C2013G00704 from March 22, 2013, announces the awarding of a Unit Citation for Gallantry and a Meritorious Unit Citation by the Governor-General. Section 1 of the Gazette awards the Unit Citation for Gallantry to HMAS Yarra of the Royal Australian Navy, acknowledging their extraordinary gallantry in action off Singapore on February 5, 1942, and in the Indian Ocean on March 4, 1942. This citation recognises the exceptional bravery and courage displayed by the crew in the face of extreme danger during wartime operations. Section 2 of the Gazette awards the Meritorious Unit Citation to Number 92 Wing of the Royal Australian Air Force for their sustained and outstanding warlike operational service in the Middle East from January 2003 to December 2012. This award highlights the wing's exceptional contribution to Operations FALCONER, CATALYST, and SLIPPER, reflecting their dedication and effectiveness in supporting military efforts during this period. The Governor-General, through the authority vested in them, has the power to award these citations in recognition of outstanding military service and bravery. The Unit Citation for Gallantry and the Meritorious Unit Citation are bestowed to honour the extraordinary achievements and sacrifices made by the respective units. The awards serve to acknowledge the exceptional service rendered by these units and to inspire future generations of military personnel. In addition to the awards, the Gazette outlines the criteria and process for such recognitions, ensuring that the honours are bestowed fairly and justly. The Governor-General, acting on the advice of the relevant military authorities, reviews and approves these awards to ensure that they reflect the true merit of the units involved. Failure to comply with the procedures and criteria for awarding these citations could potentially lead to legal challenges or disputes regarding the legitimacy of the awards. However, the Gazette itself does not specify any penalties or consequences for breaches, as it primarily serves to announce the awards rather than detail the enforcement mechanisms.
