Overview

The Statutory Rules 1950, No. 18, made under the Wool Use Promotion Act 1945, were introduced to amend the Australian Wool Board Regulations. Enacted by the Governor-General in Council, these regulations sought to update the salary structures for various positions within the Australian Wool Board, reflecting the evolving needs and economic conditions of the time. The primary objective of these regulations was to ensure that remuneration for staff was competitive and aligned with the roles and responsibilities they undertook, thereby facilitating the effective promotion of wool use within Australia. These regulations came into effect from the seventh day of October 1948, aiming to provide a stable and structured approach to managing the financial aspects of the wool industry's promotion efforts.

Scope and Application

The Regulations Under the Wool Use Promotion Act 1945, established by Statutory Rules 1950, No. 150, apply to the Australian Wool Board and its employees, setting out the salaries, increments, and allowances for various positions within the Board. These regulations were designed to ensure that remuneration and advancement are based on performance and skill, as indicated by passing the relevant tests approved by the Minister. The regulations specify different salary scales for different positions and age brackets, with additional allowances for certain skills such as shorthand ability. The regulations are a Commonwealth instrument and apply nationally across Australia. The regulations are implemented through subordinate legislation under the Wool Use Promotion Act 1945, with potential for further amendments or updates through additional statutory rules or regulations as necessary.

Key Provisions

The main operative sections of these regulations (Statutory Rules 1950, No. 1) under the Wool Use Promotion Act 1945, involve the amendment of the Australian Wool Board Regulations. Specifically, the Schedule, which lists the salaries and increments for various positions within the Australian Wool Board, is repealed and replaced with a new Schedule. This new Schedule details the annual salaries, minimum and maximum increments, and additional allowances for different roles within the Board, such as the Secretary, Publicity Director, and various clerical and technical positions. Each position's salary and potential for advancement are tied to age and, in some cases, specific skill sets like shorthand writing speed and transcription ability. The obligations imposed by these regulations on the Australian Wool Board and its employees are primarily financial and performance-based. Employees are entitled to annual increments based on age and performance tests, as approved by the Minister. For instance, an allowance of Twenty-four pounds per annum is granted to officers under 21 years of age who pass certain tests, and advancement beyond £246 per annum requires passing further tests. Employees must also meet specific skill criteria to qualify for additional increments, such as shorthand writing speeds and transcription abilities. The Board is responsible for ensuring that these criteria are met and that salaries and allowances are paid in accordance with the specified conditions. Failure to comply with these regulations could result in various consequences. While specific penalties are not detailed in the text, breaches of employment terms and conditions, particularly those related to salary and allowances, could lead to disciplinary actions or legal disputes. Employees who do not meet the required skill criteria or pass the necessary tests may face limitations in their career advancement and salary increments. The Board, in turn, must ensure adherence to these terms to avoid potential legal ramifications and maintain fair employment practices.
