EXPLANATORY STATEMENT
- Authority for making the instrument:
The Maritime College Act 1978 section 24 authorises AMC Council to make Statutes not inconsistent with the Act. In particular, section 24A authorises the Council to make Statutes for, or in relation to, the regulation or control of traffic and parking.
The Australian Maritime College Statute No. 12 – Traffic and Parking Statute 1999 - authorises AMC Council to make rules relating to the regulation or control of traffic; parking, stopping, standing or leaving of vehicles on land occupied by the College; the authorisation for and provision of signs and markings; and penalties for traffic infringements.
2. Purpose and operation of the instrument:
The Rules specify
(1) the procedures for managing traffic and parking on campus;
(2) the responsibilities of drivers;
(3) rules for parking vehicles on AMC grounds;
(4) penalties for contraventions of AMC Traffic and Parking Rules;
(5) conditions for the use of skateboards, rollerblades and roller-skates on AMC grounds.
This document repeals the Traffic and Parking Rules made on 17 March 2000. This revised version is in line with changed traffic and parking conditions on campus.

3. Consultation process:
The changes were initiated following feedback from staff and students. Senior administrative staff were consulted with respect to the required changes. The revised Rules were approved by AMC Council.
