This notice takes effect on the day on which it appears in the
Australian Government Gazette.

The application seeks to effect the following amendments to the licence:

  1. The ROUTE OF PIPELINE is varied by:

 

a)        deleting the words:

“The route of the pipeline shall be from the Pipeline End Manifold (PLEM) at or about latitude 19⁰ 31’ 27.67”(S), longitude 116⁰ 05’ 52.926”(E) westward to the Goodwyn A Platform at or about latitude 19⁰ 39’ 07.937”(S), longitude 115⁰ 55’ 47.028”(E) within the 500m wide corridor, shown in the licensee’s Drawing Drims# 2020280-v2, dated 18 August 2005, titled ‘Perseus over Goodwyn Project (PoG), Pipeline Route’, attached as annexure ‘A’ (All coordinates referenced to GDA94).”

b)     and replacing with:

 

“The route of the pipeline is from the Pipeline End Manifold (PLEM) to the Goodwyn A Platform within the 100 m wide corridor, as shown in licensee’s Drawing CRN# A1960DU001.0001, last updated 17 April 2020, titled ‘Perseus over Goodwyn Subsea Field Layout’, attached as Attachment 1.

Overview

The Offshore Petroleum and Greenhouse Gas Storage Act 2006 was enacted to provide a framework for the regulation of offshore petroleum activities, including the exploration, production, and transportation of petroleum and greenhouse gas, within Australian waters. The Act was introduced to address the need for a comprehensive and coordinated legislative approach to managing offshore petroleum activities, ensuring environmental protection, and facilitating sustainable development. Enacted by the Parliament of Australia, the Act aims to balance the interests of the industry, the environment, and the public. The policy objective is to promote the responsible and efficient development of Australia's offshore petroleum resources while protecting the marine environment and ensuring public safety. This notice from the National Offshore Petroleum Titles Administrator indicates that an application has been received from several major energy companies for the variation of Pipeline Licence WA-13-PL in the offshore area of Western Australia. The application seeks to amend the pipeline route and specifications, including changes to the pipeline's physical dimensions, materials, and operational parameters. The Offshore Petroleum and Greenhouse Gas Storage Act 2006 applies to the regulation of offshore petroleum activities and greenhouse gas storage in Australia. The application for variation of the Pipeline Licence WA-13-PL concerns the modification of the pipeline route and system, which is pertinent to the listed companies involved in the offshore petroleum industry in Western Australia. The application seeks to amend the pipeline's route from the Pipeline End Manifold to the Goodwyn A Platform and includes modifications to the flowlines and spools connecting specific wells to the pipeline. Key Provisions

In this case, the application to vary Pipeline Licence WA-13-PL is made by Woodside Energy Ltd., BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Pty Ltd, Japan Australia LNG (MIMI) Pty Ltd, Shell Australia Pty Ltd, and Chevron Australia Pty Ltd. The application proposes changes to the pipeline route, the inclusion of flowlines and spools for specific wells, and updates to the specifications in the Schedule. The notice specifies that the new pipeline route will be within a 100 m wide corridor, replacing the previous 500 m wide corridor. Breach of the obligations and requirements set out in the Act can result in various consequences. Under section 708 of the Act, the Titles Administrator has the authority to impose civil penalties for non-compliance. The maximum penalty for contravening the Act is $1.2 million for a corporation and $240,000 for an individual, as outlined in section 858. Furthermore, the Act allows for the imposition of criminal penalties for serious offences, including imprisonment for up to five years or fines of up to $330,000 for corporations and $66,000 for individuals, as stipulated in section 860. Additionally, the Titles Administrator can suspend or revoke a pipeline licence if the operator fails to comply with the conditions of the licence or the Act. This can have significant operational and financial implications for the applicants, potentially impacting their ability to conduct offshore petroleum activities.
