APPLICATION FOR VARIATION OF A PIPELINE LICENCE – VIC/PL20 (WDHGPM)
I, NICOLE LYNETTE FILBAY, the delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth–Victoria Offshore Petroleum Joint Authority hereby give notice pursuant to sections 226 and 708 of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 that an application has been received from
Esso Australia Resources Pty Ltd
(ACN 091 829 819)
Woodside Energy (Bass Strait) Pty Ltd
(ACN 004 228 004)
for the variation of Pipeline Licence VIC/PL20 in the offshore area of Victoria, as set out below.
Pursuant to subsection 226(3) of the Act, a person may make a written submission to the Titles Administrator about this application within 30 days from the date of this notice.
This notice takes effect on the day on which it appears in the
Australian Government Gazette.

The application seeks to affect the following amendments to the licence:
- The FIRST SCHEDULE of the Licence is varied by deleting the current text and table below the heading “FIRST SCHEDULE – ROUTE OF PIPELINE” and substituting under the heading the following:
Inserting new sub-heading
From Conclusion of Stage 1 Activities
Inserting the following wording:
“The route of the pipeline, following completion of certain decommissioning activities which involve the cutting of the pipeline at the topside (Stage 1), is described in the table below, and displayed in the map below, commencing at cut spool location at the Bream A platform, proceeding in a straight line with some minor deflections and terminating at the cut spool location on the West Kingfish platform. Coordinates are based on Geodetic Datum of Australia.”

- The SECOND SCHEDULE of the Licence is varied by:
a. deleting the following text under Part I Specification, Section (B) Materials of Construction, subsection (i) Steel Pipe in the first paragraph:
“and except for the riser pipework,”
b. deleting the following text under Part I Specification, Section (B) Materials of Construction, subsection (i) Steel Pipe in the second paragraph:
“The said riser paperwork shall be API Spec. 5LX Grade X-65 seamless pipe and have the dimensions 406.4 mm O.D. x 14.3 mm W.T.”
c. deleting the following text under subsection (ii), Part B – Protective Coating:
“Protection of the riser pipework by an epoxy coasting shall be in accordance with the Coating Specification No. 78 – Protective Coatings for Esso Offshore Platforms and other Marine Structures – 3.1.1.2 Pipeline Risers and Riser Clamps.
Protection from the riser pipework from the splash zone up to the anchor flange, shall be coated with a 12 mm thick mild steel sleeve and 4.7 mm thick Money sheeting, The Monel sheath shall be welded to the carbon steel sleeve, which is in turn welded to the riser.”
d. deleting the text under Part C – Cathodic Protection:
(a) Insulating flanges and gaskets shall be installed at each end of the pipeline in accordance with the Construction Specifications accompanying the pipeline licence application.
(b) Transformer rectifier units on Brean and West Kingfish platforms shall provide protection to the subsea portion of the pipeline.
The rest of the SECOND SCHEDULE remains as stated in the licence instrument dated 25 May 1987.
