Pursuant to subsection 226(3) of the Act, a person may make a written submission to the Titles Administrator about this application within 30 days from the date of this notice.

 

This notice takes effect on the day on which it appears in the
Australian Government Gazette.

The application seeks to effect the following amendments to the licence:

 

  1.       The ‘ROUTE OF THE PIPELINE’ is varied by deleting the text and replacing it with the following:

 

ROUTE OF THE PIPELINE

 

The route of the pipeline shall be from the plug at GWA SSIV, at or about 387813.74mE, 7 826 755.54mN up to and including the barred tee of the production header on GWA platform as shown in the drawing attached to this licence as annexure ‘A’.

  1.       Design Specifications

 

Except as otherwise specified in this Schedule the pipeline shall be designed, constructed, tested and operated in accordance with DNV OS F101, and shall generally comply with the exceptions listed below. (See also WEL document “Pipeline Licence Application – Review of MPR exceptions to DNV OS F101, Rev 0 [WEL Doc No. A1892-AG-133873]).

 

  1.                  Hoop stress limited to 72% SMYS;
  2.                Combined stress limited to 90% SMYS for long term exposure;
  3.             Combined stress limited to 90% SMYS with a 0.5% strain limit for occasional exposure;
  4.              Pressure strength test limited to a pressure equivalent to 90% SMYS (1.25 x 72% SMYS) at the highest elevation in any test section.

 

DNV OS F101 is supplemented with additional codes and standards, including:

Notes:

1: Entire 22.9km of subsea pipeline is removed. Remaining infrastructure is from GWA SSIV to RESDV which is less than 500m.

 

  1.       The ‘CONDITIONS 2. Pipeline System Description’ is varied by deleting the text and replacing it with the following:

 

  1.       Pipeline System Description

 

The pipeline system includes the following:

  • GWA SSIV assembly
  • GWA SSIV assembly / GWA riser tie-in spool
  • GWA riser
  • GWA topsides riser piping.

 

The pipeline system commences at the GWA SSIV assembly. The end of the SSIV assembly is plugged to preserve the remaining section of the pipeline system. The GWA SSIV assembly is situated adjacent to the base of GWA. It comprises the SSIV ball valve, a duplex piping spool, and protection / installation frame. The GWA SSIV assembly / GWA riser tie-in spool connects the GWA SSIV assembly to the GWA riser. The GWA riser is a component of the 38” EY caisson. The caisson also includes two 12” j-tubes, one for the EY electro-hydraulic control umbilical and one for spare for future use. The caisson is located on the north face of GWA. It is external to the jacket to an approximate elevation of -5m (wrt LAT), at this level a swan neck routes the caisson inside the jacket so that it is protected from ship impact. A vertical brace fitted adjacent to the caisson adds further ship impact protection.

 

  1.   Pipeline Valves

 

There are four pipeline (ie 12” NS) valves in the pipeline system. These are:

 

  1.                  SSIV at the base of the GWA riser. This is a ball valve and is fitted with a hydraulic actuator. The actuator is powered by direct hydraulics from GWA. Hydraulic jumpers are split out of the main Yodel umbilical adjacent to the SSIV assembly.
  2.                RESDV at the top of the GWA riser. This is a ball valve and is fitted with a pneumatic actuator. The actuator is powered by the GWA instrument air supply on GWA topsides.
  3.             Two ball valves in a double block and bleed assembly at the pipeline end on GWA for the temporary pig launcher / receiver. These valves are fitted with a manual gearbox.

 

  1.   Pressure and Flow Control

 

Pressure of the remaining infrastructure is monitored by GWA topsides.

 

  1.   Safety and Emergency Shutdown

 

The SSIV is interfaced with the GWA combined safety system. The SSIV, tie-in spool and riser are shutdown and preserved as the EY flowline has been removed and is disconnected from the facility.

 

The existing CONDITIONS of Pipeline Licence WA-9-PL remain as stated in the licence instrument dated 29 October 2001 and varied 23 March 2010.

 

4. Annexure ‘A’ is deleted and replaced with the map at Attachment 1.
