APPLICATION FOR VARIATION OF A PIPELINE LICENCE –
PIPELINE LICENCE VIC/PL26 (PNNQMH)
I, STEVEN ROBERT TAYLOR, Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth–Victoria Offshore Petroleum Joint Authority hereby give notice pursuant to sections 226 and 708 of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 (the Act) that an application has been received from

(ACN 091 829 819)
Woodside Energy (Bass Strait) Pty Ltd
(ACN 004 228 004)
for the variation of Pipeline Licence VIC/PL26 in the offshore area of Victoria, as set out below.
Pursuant to subsection 226(3) of the Act, a person may make a written submission to the Titles Administrator about this application within 30 days from the date of this notice.
This notice takes effect on the day on which it appears in the
Australian Government Gazette.

The application seeks to affect the following amendments to the licence:
- The FIRST SCHEDULE (Route of the Pipeline) is varied by deleting all the current text and replacing with the following:
The route of the pipeline is described in the table below, and displayed in the map below (Attachment A), commencing at cut spool location at the Bream B platform and terminating at the first flange upstream of the First Valve On (FVO) on the Bream A platform.

Coordinate set above is based on GDA 94/MGA Zone 55, survey of pipeline centreline.
2. The SECOND SCHEDULE of the Licence is varied by:
- deleting the following text in item (iii), Part A – Design:
(iii) The riser design is based on the following parameters:
(a) one 250mm nominal diameter pipeline connected to each end of the pipeline referred to in A(i)(a) above;
(b) a flow rate of 7500 sm3/d (0.047 MMbbl/d) of liquid hydrocarbons and water and 1.80 MMsm3/d (63.57 MMscf/d) of gaseous hydrocarbons;
(c) a design temperature of 70oC;
(d) full production up to 95% water cut;
(e) operation with a maximum H2S concentration of 200 ppm and CO2 concentration of 2.7 Mol%.
b. deleting the following text under the third paragraph in item (i), Part B – Materials of
Construction – Steel Pipe:
The riser pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5L, Nov 1992, 40th Edition for Grade X65 seamless pipe and Esso Australia Limited supplemental pipe specification accompanying the pipeline licence application, and shall have the dimensions 273.1 mm O.D. with 18.3 mm W.T.
c. deleting the following text under item (ii), Part B – Protective Coating:
Protection of the riser pipework by an epoxy coating shall be in accordance with the Coating Specification No 4.3 – Protective Coatings for Onshore Plants, Offshore Platforms and other Marine Structures.
The riser pipework in the splash zone area is protected with a 12 mm mild steel sleeve and 5 mm monel sheeting.
d. deleting the text under Part C – Cathodic Protection:
(a) Insulating joints shall be installed at each end of the pipeline in accordance with the construction specifications accompanying the pipeline licence application.
(b) Transformer rectifier units on the Bream A platform shall provide protection to the subsea portion of the pipeline.
(c) Sacrificial anodes in the form of zinc bracelets 620 mm long with a net weight of 112 kg, shall be installed and spaced approx. 96 metres apart on the pipeline as detailed in the construction specifications and cathodic protection design.
The rest of the SECOND SCHEDULE remains as stated in the licence instrument dated 14 October 1996 and as varied on 19 May 2020.
