APPLICATION FOR VARIATION OF A PIPELINE LICENCE - PIPELINE LICENCE VIC/PL23 (TARWHINE TO BARRACOUTA) (RCJ8FG)
I, MONICA ELAINE ATSALIS, the Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth–Victoria Offshore Petroleum Joint Authority hereby give notice pursuant to sections 226 and 708 of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 that an application has been received from

Woodside Energy (Bass Strait) Pty Ltd
(ACN 004 228 004)
for the variation of Pipeline Licence VIC/PL23 in the offshore area of Victoria, as set out below.
Pursuant to subsection 226(3) of the Act, a person may make a written submission to the Titles Administrator about this application within 30 days from the date of this notice.
This notice takes effect on the day on which it appears in the
Australian Government Gazette.

APPLICATION FOR VARIATION OF
PIPELINE LICENCE VIC/PL23
The application seeks to effect the following amendments to the licence:
- Removing the flexible jumper and the majority of the steel pipeline up until the intersection point with the 500m Petroleum Safety Zone at the Barracouta platform (approximately 16.9km in length), the pipeline remaining on the seabed will be plugged using an environmental plug and the remaining licensed pipeline will be decommissioned at a later date in accordance with the regulatory approvals in place for that decommissioning activity.
- The FIRST SCHEDULE of the Licence is varied by deleting the current text and table below the heading “FIRST SCHEDULE ROUTE OF PIPELINE”
and
substituting under the heading the following:
“The route of the pipeline is described in the table below, and displayed in the map below
(Attachment A), commencing at the steel pipeline upstream of the BMA350 pipeline crossing and terminating at the first flange upstream of the First Valve On (FVO) on the Barracouta platform.”

- The SECOND SCHEDULE of the Licence is varied by deleting all current text as stated in the licence grant instrument dated 31 August 1989 and variation dated 12 May 2020, and substituting with the following:
SPECIFICATION
(A) Design
The pipeline design is based on the following parameters –
- one 200 mm nominal diameter pipeline for the conveyance of liquid hydrocarbons;
- a flow rate of 1,700 sm3/d (0.011 MMbbl/d) of liquid hydrocarbons;
- an internal design pressure of 21,000 kPag;
- a design temperature of 50°C;
- a specific gravity of 2.9 for the 219.1 mm x 14.3 mm pipeline (including contents);
- a maximum water depth during pipelaying of 47 m;
- a pipeline length of 0.62 km;
(B) Materials of Construction
- Steel Pipe
The line pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5L for Grade X42 seamless pipe and Esso Australia Limited supplemental pipe specification accompanying the pipeline licence application, and except for the riser pipework, the pipeline shall have the dimensions 219.1 mm O.D. with 14.3 mm W.T.
The said riser pipework shall be API Spec. 5LX, Grade X-60 seamless pipe and have the dimensions 219.1 mm O.D. and 14.3 mm W.T.
The connection of the said riser pipework to the line pipe shall be made by flexible jumper as detailed in the specifications accompanying the pipeline licence application.
The main pipeline sits within a carrier pipe which provides thermal insulation and is made from API-5L Grade B seamless line-pipe.
The carrier pipe shall be in accordance with the requirements of the American Petroleum Institution Specification – API Spec 5L for Grade B seamless pipe and Esso Australia Limited supplemental pipe specification accompanying the pipeline licence application and shall have the dimensions 298.5 mm O.D. with 17.5 mm W.T.
- Protective Coating
The carrier line pipe shall be protected by a coating of Taubmans HD3005 Fusion Bonded Epoxy 400-500 Microns thick, and the main pipeline line pipe shall be insulated by a coating of Aptane AP8809/6/8900 closed cell Polyurethane Foam Insulation 12 - 15 mm thick and in accordance with the Esso Australia Limited Protective Coating Specifications accompanying the pipeline licence application.
Protection of the riser pipework by epoxy coating shall be in accordance with the Coating Specification No. 4.3 – Protective Coatings for Onshore Plants, Offshore Platforms and other Marine Structures.
Protection of the riser pipework in the splash zone area with 5 mm thick Monel sheeting shall be as detailed in the specifications accompanying the pipeline licence application.
(C) Cathodic Protection
- A transformer rectifier unit on Barracouta platform shall provide protection to the subsea portion of the connected pipeline.
- Sacrificial anodes in the form of zinc bracelets 700 mm long X 500 mm OD., net weight 597 kg, shall be installed and spaced 920 metres apart on the pipeline, as detailed in the construction specifications and cathodic protection design.
