Guidelines issued under section 238-10 of the Higher Education Support Act 2003

 

Other Grants Guidelines 2006

Subject:-  Higher Education Support Act 2003

   Amendment No. 2 to the Other Grants Guidelines 2006

 

Authority

 

Section 238-10 of the Higher Education Support Act 2003 (the Act) provides that the Minister may make guidelines providing for matters required or permitted by the Act necessary or convenient to be provided in order to carry out or give effect to the Act.  In particular section 238-10 specifies the Minister may make Other Grants Guidelines to give effect to matters set out in Part 2-3 of the Act.

 

Section 41-15 of the Act provides that the Other Grants Guidelines 2006 may specify one or more programmes under which grants for particular purposes specified in the table in subsection 41-10(1) are to be paid.

 

 

Purpose and operation

These Guidelines amend the Other Grants Guidelines 2006 registered on 22 November 2006 (see F2006L03785) and which commenced on 23 November 2006.

 

 

Detail of the amendments

 

Amendment No. 2 deletes and substitutes subchapter 11b).  The reason subchapter 11b) is being replaced is to allow for consequential changes in 11b) arising from the need to provide guidelines for the Federation of Australian Scientific and Technological Societies Programme and the Council for the Humanities and Social Sciences.

 

11(b) Grants for activities that foster an understanding of importance of, or promote research and scholarship in, science, social science or the humanities in Australia

 

11.20 specifies the purpose of this subchapter which is to indicate which bodies corporate are eligible for grants under item 11b) of the table in subsection 41-10(1) of the Act.

 

11.25 lists the bodies corporate that are eligible for grants. 

 

Australian New Zealand Association for the Advancement of Science Youth Conference Grant Programme

 

11.30 specifies the Australian New Zealand Association for the Advancement of Science Youth Conference Grant Programme (“the ANZAAS programme”) as a programme under which grants to foster understanding of the importance of, and provides research and scholarship in, science social science or the humanities in Australia.

 

11.35 sets out the programme objectives which are to cover the costs of transportation and accommodation for promising young scientists with an opportunity to mix with peers and internationally acclaimed scientists.

 

11.40 sets out the method by which a grant is calculated in a year. 

 

 

Learned Academies Grant Programme

 

11.45 specifies the Learned Academies Grant Programme as a programme under which grants are made to foster understanding of the importance of, and provide research and scholarship in, science social science or humanities in Australia. 

 

11.50 sets out the programme objectives which include assisting in maintaining the Learned Academies, as independent organisations that promote and undertake research and scholarship in the natural and applied sciences, technological development and applied technology, the social sciences and the humanities.

 

11.55 sets out the method by which a grant is calculated in a year. 

 

Federation of Australian Scientific and Technological Societies Grant Programme

 

11.60 specifies the Federation of Australian Scientific and Technological Societies Programme as a programme under which grants to foster understanding of the importance of, or promote research and scholarship in, science, social science or the humanities in Australia. 

 

11.65 sets out the programme objective which is to assist in supporting the activities of the Federation, including the Federation’s role in policy formulation; raising public awareness and promoting the importance of science and technology in addressing important national issues.

 

11.70  sets out the method by which a grant is calculated in a year. 

 

Council for the Humanities and Social Sciences Programme 

 

11.75 specifies the Council for the Humanities and Social Sciences  (Council) Programme as a programme under which grants to foster understanding of the importance of, or promote research and scholarship in, science, social science or the humanities in Australia. 

 

11.80 sets out the programme objective which is to help the Council build the contribution of the arts, humanities and social sciences to the national innovation system. 

 

11.85 sets out the method by which a grant is calculated in a year. 

 

 

Consultations

 

Subchapter 11b) was not distributed for consultation.  It was not necessary due to that it is enabling a 2006-7 Budget decision which was not seen as potentially controversial. 

 

 

Commencements

 

These Guidelines  will take affect on the day after day on which they are registered on the Federal Register of Legislative Instruments.
