Overview

The Airworthiness Directives 2004, enacted by David Alan Villiers as a delegate of the Civil Aviation Safety Authority, under subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998, serve to address the need for updated and precise regulations concerning the airworthiness of aircraft and their components. This legislative instrument revokes existing Airworthiness Directives related to the AlliedSignal (Lycoming) Turbine Engines - T53 Series and re-issues them to ensure they remain current and accurately reflect the latest safety standards and industry practices. The policy objective is to maintain and enhance the safety and reliability of air travel by ensuring that all aircraft components, specifically those of the T53 series, meet the necessary safety requirements through the implementation of up-to-date directives.

Scope and Application

The Airworthiness Directives 2004 is a legislative instrument issued by David Alan Villiers, as the delegate of the Civil Aviation Safety Authority (CASA), under the authority granted by subregulation 39.001(1) of the Civil Aviation Safety Regulations 1998. This legislative instrument revokes and re-makes several specific Airworthiness Directives related to AlliedSignal (Lycoming) Turbine Engines - T53 Series. The directives govern a wide range of technical requirements and specifications for the maintenance, inspection, and modification of rotating components, engine parts, and other critical systems within these engines. These directives apply to all entities and individuals responsible for the maintenance, operation, and certification of aircraft equipped with the specified T53 Series engines, ensuring compliance with safety standards set forth by CASA. The scope of this legislation extends across Australia, aligning with national civil aviation safety regulations, and does not specify any particular exclusions or exemptions, thereby applying uniformly to all relevant parties within the jurisdiction.

Key Provisions

The Airworthiness Directives 2004, promulgated by David Alan Villiers as a delegate of the Civil Aviation Safety Authority, primarily addresses the revocation and re-making of various Airworthiness Directives for AlliedSignal (Lycoming) Turbine Engines of the T53 Series. Section (a) of the legislation revokes the Airworthiness Directives listed in Schedule 1, while section (b) mandates that each of these directives be re-made as separate instruments, maintaining the same form as the latest published editions of the directives. This ensures that the directives continue to apply, albeit under new legislative instruments. The obligations and requirements imposed by this Act primarily concern the maintenance and operational standards of the specified turbine engines. The re-made Airworthiness Directives detail specific technical requirements and procedures that must be adhered to, such as the inspection, modification, and replacement of various engine components. For example, AD/T53/2 requires the inspection of the First Stage Power Turbine Rotor Blade Retaining Pins, while AD/T53/8 mandates the replacement of Second Stage Gas Producer Cylinder Bolts. These directives are essential for ensuring the continued airworthiness and safety of the engines, necessitating compliance by operators and maintenance personnel. The Airworthiness Directives 2004 also establishes potential consequences for non-compliance with the specified requirements. Although the specific penalties and legal consequences are not detailed within the text of the legislation, violations of airworthiness directives generally fall under the Civil Aviation Safety Regulations 1998. Non-compliance with these regulations can result in significant civil and criminal penalties, including fines and imprisonment. The severity of the penalties reflects the critical importance of adhering to airworthiness directives to maintain the highest standards of aviation safety.
