AIR NAVIGATION REGULATIONS (AMENDMENT)
Paragraph 26(1)(b) of the Air Navigation Act 1920 provides that the Governor-General may make regulations, not inconsistent with the Act, for the purpose of carrying out and giving effect to any Annex to the Chicago Convention relating to international standards and practices, being an Annex adopted in accordance with the Convention. Paragraph 26(2)(a) provides that the regulations may include provisions for or in relation to the registration, marking and airworthiness of aircraft.
Regulation 5 of the Air Navigation Regulations includes a definition of “aircraft component”. Regulation 1 extends that definition to include safety and survival equipment such as life jackets and life rafts. This ensures that such equipment must meet the standards of maintenance for aircraft components imposed by the Air Navigation Regulations and is subject to the inspection requirements of those Regulations.
Paragraph 178(2)(b) of the Air Navigation Regulations provides for the use as an urgency signal in radio telephony of three repetitions of the word PAN, sent before the transmission of the message. In line with amendments to Annex 10 to the Chicago Convention, regulation 2 amends paragraph 178(2)(b) to provide that the urgency signal is three repetitions of the words PAN, PAN, sent before the transmission of the message.
