STATUTORY RULES 1989 NO. 20
ISSUED BY THE AUTHORITY OF THE MINISTER FOR DEFENCE SCIENCE AND PERSONNEL AIR FORCE REGULATIONS (AMENDMENT)
The Air Force Regulations, made under the Air Force Act 1923, prescribe various matters relating to the organisation and administration of the Air Force.
Regulation 65A of the Regulations empowers the Chief of the Air Staff to determine the criteria for the promotion of officers of the rank of Squadron Leader or above, and procedures for the selection of those officers.
When regulation 65A was re-made (24 Dune 1988), the Senate Standing Committee on Regulations and Ordinances expressed concern at the nature of the discretion vested in the Chief of the Air Staff. To meet the Senate Committee’s concern, regulation 65A has been amended to include guidelines for the Chief of the Air Staff in the exercise of his powers under that provision.
The amendment provides for the Chief of the Air Staff, in exercising his power under regulation 65A, to have regard to the skills and experience required for the performance of duties, the career advancement needs of officers, and the need to ensure availability of an adequate supply of officers for promotion.
This Statutory Rule comes into operation on the date of gazettal.
