REGULATIONS UNDER THE AIR FORCE ACT 1923-1965.*
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Air Force Act 1923-1965.

1.—(1.) Regulation 543 of the Air Force Regulations is amended by omitting the table in sub-regulation (7.) and inserting in its stead the following table:—

Consolidated rates of pay.
2. Regulation 544 of the Air Force Regulations is amended—
(a) by omitting from sub-regulation (3.) the words " Five thousand six hundred and twenty-five pounds " and inserting in their stead the words " Five thousand seven hundred and nine pounds ";
(b) by omitting from sub-regulation (4.) the words " Four thousand seven hundred and eighty-five pounds " and inserting in their stead the words " Four thousand eight hundred and fifty-seven pounds "; and
(c) by omitting from sub-regulation (5.) the words " Five thousand two hundred and five pounds " and inserting in their stead the words " Five thousand two hundred and eighty-three pounds ".
Pay of airman other than aircrew, cadets, and apprentices.
3. Regulation 549 of the Air Force Regulations is amended by omitting sub-regulation (2.) and inserting in its stead the following sub-regulations:—
" (2.) The daily rate of active pay of an airwoman of the Permanent Air Force holding a rank specified in the following table is the rate specified
in relation to her rank, and, where specified, her service in her rank, and to the group in which she is classified in the following table:—

" (2a.) The daily rate of active pay of an airwoman of the Permanent Air Force holding the rank of Aircraftwoman (Recruit) is the daily rate of active pay specified in the table in the last preceding sub-regulation in relation to an airwoman holding the rank of Aircraftwoman and included in Group 1.".
(2.) Regulation 549 of the Air Force Regulations is further amended by omitting sub-regulation (4.).
(3.) The amendments of the Air Force Regulations effected by the preceding sub-regulations of this regulation apply in relation to service in the rank of Aircraftwoman (Recruit) on and after the first day of September, 1965.
Marriage allowance.
4.—(1.) Regulation 555 of the Air Force Regulations is amended by adding at the end thereof the following sub-regulations:—
" (7.) References in this regulation to a child of a member shall be read as including references to a child (not being an ex-nuptial child), step-child or legally adopted child of the member who—
(a) has attained the age of sixteen years but has not attained the age of eighteen years;
(b) is undergoing full-time education; and
(c) is not qualified for admission to a university.
" (8.) A person shall be deemed to be qualified for admission to a university, for the purposes of the last preceding sub-regulation, if the person has passed an examination approved by the Air Board for the purposes of this sub-regulation.".
(2.) Marriage allowance is payable to a member in respect of service on and after the fourth day of August, 1964, as if the amendment affected by the last preceding sub-regulation and the first determination made by the Air Board for the purposes of sub-regulation (8.) of regulation 555 of the Air Force Regulations had come into operation on that day.
Allowance for Air Commodore who is a medical or dental practitioner.
5. Regulation 556c of the Air Force Regulations is amended by omitting the words " Two hundred and forty pounds " and inserting in their stead the words " Two hundred and forty-four pounds ".
6.—(1.) Regulation 556g of the Air Force Regulations is repealed and the following regulation inserted in its stead:—
Language bounty.
" 556g.—(1.) Subject to such conditions as the Air Board determines, an allowance, called ' language bounty ', is payable at such rate as the Air Board determines to a member who attains an approved standard of proficiency in an approved foreign language.
" (2.) In the last preceding sub-regulation—
' approved foreign language ' means a language other than the English language approved by the Air Board for the purposes of this regulation;
' approved standard of proficiency ', in relation to an approved foreign language, means a standard of proficiency in the language approved by the Air Board.".
(2.) Where—
(a) language bounty was paid or is payable to a member in respect of the period from and including the twenty-second day of August, 1963, to and including the day immediately preceding the date of commencement of this regulation or a part of that period (in this sub-regulation referred to as " the relevant period ");
(b) the language in respect of which language bounty was paid or is so payable to the member is a foreign language approved by the Air Board for the purposes of regulation 556g of the Air Force Regulations as amended by the last preceding sub-regulation by virtue of the first determination made by the Air Board approving foreign languages; and
(c) the standard of proficiency that the member had attained in that language during the relevant period was, in the opinion of the Air Board, equivalent to a standard of proficiency in the language approved by the Air Board for the purposes of regulation 556g of the Air Force Regulations as so amended,
the Air Board may authorize payment to the member of an amount equal to the amount by which the language bounty paid or payable to him in respect of the relevant period is less than the language bounty that would have been payable to him in respect of that period if he had been entitled to payment of that bounty in respect of that language under regulation 556g of the Air Force Regulations as so amended at the rate determined for that equivalent standard of proficiency.
Retention of lodging allowance.
7. Regulation 571a of the Air Force Regulations is amended by omitting sub-regulation (2.) and inserting in its stead the following sub-regulations:—
" (2.) Where a member—
(a) is accommodated in hospital or lives, for service reasons, temporarily in single quarters for a period;
(b) was in receipt of living out allowance under regulation 567 of these Regulations immediately before the commencement of the period; and
(c) pays for the retention of his lodgings during the period,
retention of lodging allowance is payable to the member in respect of the period or 30 consecutive days, whichever is the less.
" (2a.) Retention of lodgings allowance is payable in accordance with the last preceding sub-regulation at such rate and subject to such conditions as the Air Board determines.".
8.—(1.) Regulation 615 of the Air Force Regulations is repealed and the following regulation inserted in its stead:—
Woomera allowance.
" 615.—(1.) Subject to this regulation, an allowance, called ' Woomera allowance ', is payable to—
(a) a member who is posted for service with a unit in the Woomera locality; or
(b) a member who, not having been so posted, is attached to, or serves on temporary duty with, a unit in the Woomera locality for a continuous period of not less than thirty-one days.
" (2.) Woomera allowance is payable at such rate or rates, for such period and subject to such conditions as the Air Board determines.
" (3.) The Air Board may determine different rates of Woomera allowance according to different facts and circumstances specified in the determination.
" (4.) In this regulation, ' Woomera locality ' means the locality determined by the Air Board to be the Woomera locality for the purposes of this regulation.".
(2.) The first determination made by the Air Board after the commencement of these Regulations in respect of the allowance provided for in regulation 615 of the Air Force Regulations as amended by these Regulations may determine rates of allowance, according to different facts and circumstances specified in the determination, in relation to the period, or to a period included in the period, from and including the twenty-fifth day of June 1963, to and including the day immediately before the commencement of these Regulations.
(3.) Where the Air Board has, under the last preceding sub-regulation, determined rates of allowance in respect of a period, Woomera allowance is payable to a member in respect of service during that period at the appropriate rate so determined or at the appropriate rate specified in regulation 615 of the Air Force Regulations as in force during that period, whichever is the higher rate, but otherwise in accordance with the provisions of the Air Force Regulations as so in force.
9. Regulations 636 and 637 of the Air Force Regulations are repealed and the following regulation is inserted in their stead:—
Bounties and Gratuity.
" 636.—(1.) A bounty or gratuity of such amount as the Air Board determines is payable to a member included in an approved class of members, in respect of service rendered or to be rendered in the Permanent
Air Force, in such circumstances and subject to such conditions as the Air Board determines.
" (2.) In the last preceding sub-regulation, ' approved class of members ', means a class of members approved by the Air Board for the purpose of that sub-regulation.".
Allowances and other benefits.
10.—(1.) Regulation 647 of the Air Force Regulations is amended by omitting sub-regulation (5.) and inserting in its stead the following sub-regulation:—
" (5.) A member of the Citizen Air Force may, in such circumstances as the Air Board determines, be paid an efficiency allowance of such an amount or at such rate as the Air Board determines.".
(2.) Where circumstances determined by the Air Board to be circumstances in which the allowance provided for by the sub-regulation inserted in regulation 647 of the Air Force Regulations by the last preceding sub-regulation is to be payable relate to a period of service in the Citizen Air Force, that period may be a period commencing on or after the first day of July, 1963.
Application.
11. The amendments of the Air Force Regulations effected by regulations 1, 2 and 5 of these Regulations apply in relation to—
(a) service in the Permanent Air Force on and after the eighth day of July, 1965; and
(b) service in the Air Force Emergency Force or the Citizen Air Force on and after the first day of July, 1965.
