AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/TBM 700/23 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Fuel Tank Air Vent Valves 9/2002

 

 

Applicability:

1.

TBM 700 aircraft as detailed by serial number in EADS Socata Service Bulletin (SB) Number SB 70-090 and the aircraft records do not indicate the accomplishment instructions of SB 70-090 have been carried out; and

 

2.

TBM 700 aircraft that have had a part number (P/N) Z00.N6007707265 air vent valve installed since February 1996 and the vendor part number of the installed valve is unknown.

Requirement:

1.

Blowing Test: Carry out a blowing test of the fuel tank air vent valves in accordance with EADS Socata Service Bulletin (SB) Number SB 70-090.

 

2.

Valve Part Number Check: Remove the fuel tank air vent valves and check the vendor part number of the valves in accordance with EADS Socata Service Bulletin (SB) Number SB 70-090.

 

3.

Valve Replacement: Replace fuel tank air vent valves detailing vendor part number “INTERTECHNIQUE P/N 9708B-1 Amdt. A” in accordance with

 

 

EADS Socata Service Bulletin (SB) Number SB 70-090.

 

Note 1: DGAC Airworthiness Directive 2001-004(A) refers.

Compliance: Unless previously accomplished in accordance with SB70-090 or the original issue of this Directive:

  1. Blowing Test: Within 5 hours aircraft time in service and thereafter at intervals not to exceed 5 hours aircraft time in service.
  2. Valve Part Number Check: At next scheduled aircraft periodic inspection or prior to 31 October 2002, whichever occurs first.

 

3.        Valve Replacement: Before further flight.

 

Compliance with Requirements 2 and 3 constitutes a terminating action for the requirements of this Directive.

This amendment becomes effective on 5 September 2002.

Background: This Directive was originally issued to require a blow check of the fuel tank air vent valves be carried out and a determination of the part number of the valves installed. The requirements were in response to advice of a manufacturing change in certain valves that may result in obstruction of the fuel tank air vents and possible structural damage of the wing skin in the event of a tank-to-atmosphere pressure differential event occurring.

 

This amendment has been issued to correct an error in the compliance requirements of the original issue and to clarify the terminating action of this Directive.

 

The original issue of this Airworthiness Directive was issued 31 January 2001.
