The above AD is notified in the Commonwealth of Australia Gazette on 14 November 2001.

Overview

The Civil Aviation Safety Authority (CASA) issued the Airworthiness Directive (AD) AD/TBM 700/20 Amdt 2 on 7 November 2001. This amendment was enacted to address safety concerns related to flap attachment fittings on Aerospatiale (Socata) TBM 700 series aeroplanes. Specifically, the AD was introduced following a report from the Direction Générale de l'Aviation Civile (DGAC) regarding a missing flap attachment fitting screw and another that was found to be loose after a flight. The primary objective of this directive is to ensure that the installation of the central flap carriage barrel nuts is checked and corrected if necessary, in accordance with the instructions outlined in the Socata Service Bulletin 70-087-57 Amendment 1. The directive also mandates regular checks of the alignment of the red paint marks on the carriages and screw heads to ensure screws have not come loose. This AD became effective on 14 November 2001 and requires compliance before further flight and at intervals not exceeding 100 hours of time in service.

Scope and Application

This legislative instrument constitutes an Airworthiness Directive issued by the Civil Aviation Safety Authority (CASA) in the Commonwealth of Australia, specifically targeting the Aerospatiale (Socata) TBM 700 Series Aeroplanes. This directive applies to all TBM 700 aircraft where Socata modification No. MOD 70-122-57 has not been installed in production, and where Socata Service Bulletin No. 70-087-57 Amendment 1 has not been applied. The directive requires specific maintenance actions to be taken to correct a previously identified unsafe condition related to the flap attachment fittings on the flap carriages. For aircraft that have not yet been fitted with the new attaching screws as per instruction 12 of the Accomplishment Instructions of Socata Service Bulletin 70-087-57, original issue, no further action is required. However, for non-compliant aircraft, the directive mandates checking and correcting the installation of the central flap carriages barrel nuts, ensuring the alignment of the red paint marks on the carriages and screw heads to verify that screws have not come loose. The directive specifies compliance requirements, mandating that these actions be taken before further flight after 14 November 2001 and at intervals not exceeding 100 hours in service.

Key Provisions

This Airworthiness Directive (AD) AD/TBM 700/20 Amdt 2 (section 1), issued by a delegate of the Civil Aviation Safety Authority (CASA) under subregulation 39.1 (1) of the Civil Aviation Regulations 1998, revokes a previous AD and pertains to Aerospatiale (Socata) TBM 700 Series Aeroplanes. Specifically, it mandates that the action outlined in the requirement section (section 2) must be taken in relation to the aircraft mentioned in the applicability section (section 3). This action must occur under the circumstances described in the requirement section (section 2), in accordance with the instructions provided in the requirement section (section 2), and at the time specified in the compliance section (section 4). The AD applies to all TBM 700 aircraft on which Socata modification No. MOD 70-122-57 has not been installed in production and on which Socata Service Bulletin No. 70-087-57 Amendment 1 has not been applied (section 3). For aircraft where it has been possible to fit the new attaching screws of the central flap carriages, as per instruction 12 of the Accomplishment Instructions of Socata Service Bulletin 70-087-57, original issue, no further action is required (section 2). For aircraft not in compliance with the above, the following actions must be taken: check and, if necessary, correct the installation of the central flap carriages barrel nuts in accordance with instructions 12 through 16 of the Accomplishment Instructions of Socata Service Bulletin 70-087-57 Amendment 1, and check the alignment of the red paint marks on the carriages and on the screw heads to ensure the screws have not come loose (section 2). The obligations imposed by this AD include the requirement for aircraft owners or operators to ensure the specified modifications or checks are carried out in accordance with the instructions provided (section 2). The compliance must occur before any further flight after 14 November 2001, and at intervals not to exceed 100 hours of time in service (section 4). The AD becomes effective on 14 November 2001 (section 5). Failure to comply with this AD may result in civil or criminal consequences, although specific offences, penalties, or consequences are not detailed in the text. However, non-compliance with an AD is generally considered an offence under the Civil Aviation Act 1988, which could result in penalties including fines and imprisonment. The exact penalties would be determined based on the specific circumstances and the discretion of the court.
