AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/TBM 700/20 Amdt 1 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Flap Attachment Fittings - Flap Carriages 13/2001

Applicability: All TBM 700 aircraft on which Socata modification No. MOD 70-122-57 has not been installed in production, and on which Socata Service Bulletin No. 70-087-57 Amendment 1 has not been applied.
Requirement: For aircraft on which it has been possible to fit the new attaching screws of the central flap carriages, as required by instruction 12 of the Accomplishment Instructions of Socata Service Bulletin 70-087-57, original issue, no further action is required.
Note 1: Socata SB 70-087-57 original issue was mandated by Amendment 1 of this Airworthiness Directive.
- For aircraft not in compliance with the above paragraph, accomplish the following:
Check, and if necessary, correct the installation of the of the central flap carriages barrel nuts in accordance with instructions 12 through 16 of the Accomplishment Instructions of Socata Service Bulletin 70-087-57 Amendment 1.
2. Check the alignment of the red paint marks on the carriages and on the screw’ heads, to ensure that the screws have not come loose.

Compliance: 1. Before further flight after 14 November 2001.
2. At intervals not to exceed 100 hours time in service.
This Airworthiness Directive becomes effective on 14 November 2001.
Background: The DGAC received a report of a flap attachment fitting screw found missing and another loose following flight of a TBM 700 aircraft.
Amendment 1 introduced a new service bulletin from the manufacturer which required application of a thread locking compound to the attach bolts of the flap carriages, an increased bolt torque value, and replacement of the central carriage attach bolts.

Amendment 2 is issued in response to a revision of the related DGAC AD which requires additional work that may not have been possible to perform when complying with the original issue of SB 70-087-57.
Amendment 1 of this Airworthiness Directive became effective on 18 October 2001.
