SCHEDULE OF AIRWORTHINESS DIRECTIVES

Aerospatiale (Socata) TBM 700 Series Aeroplanes

AIRWORTHINESS DIRECTIVE

For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/TBM 700/19 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: All TBM 700 aircraft on which Socata Modification No. Mod. 70-120-55 “Horizontal Stabiliser Outboard Fittings” has not been installed at the factory, except aircraft serial numbers 99, 157, 162 through 164, 166 through 173, and 175.

Requirement: 1. All TBM 700 aircraft: Inspect the horizontal stabiliser left hand and right hand outboard hinge fittings in accordance with Socata Alert Service Bulletin

70-077-55.

2. TBM 700 aircraft, serial numbers 1 through 98, 100 through 156, and 158 through 161: Check, and if necessary rectify, the installation of the outboard hinge fittings of the horizontal stabiliser in accordance with Socata Service Bulletin No.

70-080-55.

Note: DGAC AD 2000-307(A) refers.

Compliance: 1. Unless already accomplished, before further flight after 24 February 1999; thereafter at intervals not to exceed 100 hours time in service.

2. At the next inspection for maintenance release issue after 13 September 2000.

The compliance time of Requirement 1 of this Directive remains unchanged for this issue.

This Amendment becomes effective on 13 September 2000.

Background: There have been reports of cracks on the horizontal stabiliser outboard hinge fittings.

COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY

SCHEDULE OF AIRWORTHINESS DIRECTIVES

Amendment 1 is issued in response to a new DGAC AD which requires additional checks on the hinge fittings. The manufacturer has now established that the probable cause of the cracking was incorrect installation of the hinge fittings, inducing stress. This Directive requires the introduction of shims to the fittings while maintaining the on-going repetitive inspections, pending further investigation.

Overview

The Civil Aviation Regulations 1998, enacted by the Commonwealth Parliament, aim to ensure the safety and efficiency of civil aviation in Australia. This legislation establishes various regulations governing aircraft operations, maintenance, and safety standards. In particular, Part 39 of the Civil Aviation Regulations addresses airworthiness directives, which are legally enforceable orders issued by the Civil Aviation Safety Authority (CASA) to address safety issues in specific aircraft models. The problem or gap this Act was introduced to address included the need for stringent safety measures and consistent regulatory oversight in the aviation industry to protect public safety and ensure the reliability of aircraft. The policy objective is to maintain and enhance the safety standards in civil aviation through detailed regulatory frameworks and directives. This legislative instrument, F2006B07366, is a specific amendment to an existing airworthiness directive concerning the Aerospatiale (Socata) TBM 700 Series Aeroplanes, responding to reports of cracks on the horizontal stabiliser outboard hinge fittings.

Scope and Application

The Civil Aviation Regulations 1998, specifically under Part 39 - 105, address the airworthiness directives concerning the Aerospatiale (Socata) TBM 700 Series Aeroplanes, targeting particular issues with the horizontal stabiliser outboard hinge fittings. The legislation applies to all TBM 700 aircraft except those specified by serial numbers which have already had the Socata Modification No. Mod. 70-120-55 installed. The directive mandates inspections and corrective actions to address the unsafe condition of the hinge fittings. This requirement extends to aircraft serial numbers 1 through 98, 100 through 156, and 158 through 161, which must have their outboard hinge fittings checked and rectified as per Socata Service Bulletin No. 70-080-55. Compliance with these directives is essential before further flight after 24 February 1999 and thereafter at intervals not exceeding 100 hours of time in service, with the next inspection for maintenance release issue to occur after 13 September 2000. This amendment was issued in response to reports of cracks on the horizontal stabiliser outboard hinge fittings and was influenced by a DGAC AD 2000-307(A).

Key Provisions

The Civil Aviation Safety Authority (CASA) has issued Airworthiness Directive AD/TBM 700/19 Amendment 1 to address safety concerns with the horizontal stabilizer outboard hinge fittings of the Socata TBM 700 Series aeroplanes. This directive, as referenced in section 39.1(1) of the Civil Aviation Regulations 1998 (CAR 1998), mandates specific actions to rectify an unsafe condition identified with these aircraft. According to the applicability section (section 1), this AD applies to all TBM 700 aircraft except those with serial numbers 99, 157, 162 through 164, 166 through 173, and 175, where the Socata Modification No. Mod. 70-120-55 has not been installed at the factory. The requirement section (section 1) specifies that all TBM 700 aircraft must inspect the horizontal stabilizer's left and right hand outboard hinge fittings in accordance with Socata Alert Service Bulletin 70-077-55. Additionally, for TBM 700 aircraft with serial numbers 1 through 98, 100 through 156, and 158 through 161, the installation of the outboard hinge fittings must be checked and rectified if necessary, in line with Socata Service Bulletin No. 70-080-55. Under this directive, the obligations for aircraft operators include conducting thorough inspections and, if required, rectifications of the specified parts of the aircraft. These actions must be completed before further flight after 24 February 1999 and thereafter at intervals not exceeding 100 hours of time in service for Requirement 1, and at the next inspection for maintenance release issue after 13 September 2000 for Requirement 2. Failure to adhere to these requirements could compromise the safety of the aircraft, and thus, compliance is mandatory. Breach of the provisions outlined in this AD may result in civil or criminal penalties as prescribed under the Civil Aviation Act 1988 and associated regulations. The specific penalties for non-compliance are not detailed in the AD itself but generally include fines and potential imprisonment, depending on the severity of the breach. The enforcement of these penalties is overseen by CASA, which has the authority to take action against non-compliant parties to ensure the safety and integrity of the aviation industry.
