Aerospatiale (Socata) TBM 700 Series Aeroplanes
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/TBM 700/19 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Horizontal Stabiliser Outboard Hinge Fitting

Applicability: All TBM 700 aircraft on which Socata Modification No. Mod. 70-120-55 “Horizontal Stabiliser Outboard Fittings” has not been installed at the factory, except aircraft serial numbers 99, 157, 162 through 164, 166 through 173, and 175.
Requirement: 1. All TBM 700 aircraft: Inspect the horizontal stabiliser left hand and right hand outboard hinge fittings in accordance with Socata Alert Service Bulletin
70-077-55.
2. TBM 700 aircraft, serial numbers 1 through 98, 100 through 156, and 158 through 161: Check, and if necessary rectify, the installation of the outboard hinge fittings of the horizontal stabiliser in accordance with Socata Service Bulletin No.
70-080-55.
Note: DGAC AD 2000-307(A) refers.
Compliance: 1. Unless already accomplished, before further flight after 24 February 1999; thereafter at intervals not to exceed 100 hours time in service.
2. At the next inspection for maintenance release issue after 13 September 2000.
The compliance time of Requirement 1 of this Directive remains unchanged for this issue.
This Amendment becomes effective on 13 September 2000.
Background: There have been reports of cracks on the horizontal stabiliser outboard hinge fittings.

Amendment 1 is issued in response to a new DGAC AD which requires additional checks on the hinge fittings. The manufacturer has now established that the probable cause of the cracking was incorrect installation of the hinge fittings, inducing stress. This Directive requires the introduction of shims to the fittings while maintaining the on-going repetitive inspections, pending further investigation.
