Amdt 1


Vertical Stabiliser Forward Junction Doubler 10/99

 

Applicability: All Model TB20 and TB21 aircraft.

 

Requirement: 1. Perform a visual inspection to verify that there is no gap between the vertical stabiliser leading edge and the fuselage.

 

If the inspection reveals:

 

  1. there is no gap between the vertical stabiliser leading edge and the fuselage, the aircraft is considered airworthy.

 

b.   there is a gap between the vertical stabiliser leading edge and the fuselage, before further flight, contact the manufacturer.

 

2.    Check through the air cooling oval hole, located on the leading edge of the vertical stabiliser, the presence of the vertical stabiliser forward junction doubler.

 

If the inspection reveals:

 

  1. the vertical stabiliser small spar junction doubler is installed, return the aircraft to service.

 

b.   the absence of the vertical stabiliser forward junction doubler, before further flight, contact the manufacturer.

 

Note: DGAC AD T1999-319(A) refers.

 

Compliance: 1. At each pre-flight inspection after 18 August 1999; until Requirement 2 is accomplished.

 

2. Within 50 hours time in service after 18 August 1999, or at the next periodic inspection after 18 August 1999, whichever occurs first.

 

The compliance of this Directive remains unchanged for this issue.

 

Note: This Directive shall be entered on the Maintenance release as maintenance required. The visual inspection required by Requirement 1 may be performed by the Pilot in Command, in which case certification is to be made by entering AD/TB20/34 Amdt 1 against the daily inspection certification of the Maintenance Release. A copy of this Airworthiness Directive is to be kept in the aircraft.

 

This Amendment becomes effective on 7 October 1999.

 

Background: The DGAC received a report that indicated the vertical stabiliser forward junction doubler was missing on a Model TB10 aircraft.

 

Amendment 1 is issued to delete the TB200 model from Applicability of this Directive.

The original issue of this Airworthiness Directive became effective on 18 August 1999.

Overview

The directive requires these inspections to be conducted at each pre-flight inspection after 18 August 1999 until the second requirement is fulfilled, or within 50 hours time in service after the same date, or at the next periodic inspection, whichever is sooner (Section 3). Operators of the affected aircraft must comply with the directive's requirements by performing the specified inspections and contacting the manufacturer if necessary. The Pilot in Command can perform the visual inspection, but certification must be documented by entering AD/TB20/34 Amdt 1 on the daily inspection certification of the Maintenance Release (Section 3). Additionally, a copy of this Airworthiness Directive must be kept in the aircraft (Section 3). Failure to adhere to these requirements can result in the aircraft not being deemed airworthy, potentially leading to grounding or other regulatory actions. The Civil Aviation Regulations impose significant obligations on aircraft operators to ensure compliance with Airworthiness Directives. Non-compliance with these directives can lead to serious consequences.
