COMMONWEALTH OF AUSTRALIA (Civil Aviation Safety Regulations 1998), PART 39 - 106 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/TAY/2 Amdt 1 and issues the following AD under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Rolls Royce Turbine Engines - Tay Series
AD/TAY/2
Amdt 2
Fan Blade Root - Inspection 3/2004
Applicability: Rolls Royce Tay 611-8, 620-15, 620-15/20, 650-15, 650-15/10 and 651-54 model engines.
Requirement: Perform ultrasonic inspection on the LP compressor rotor blades per Rolls Royce SB TAY 72-1442 Revision 3.
Note: LBA AD D-1998-055R3 refers. CASA AD/TAY/9 incorporates other requirements of the LBA AD.
Compliance: Unless previously accomplished, in accordance with the requirement document from the effective date of this Directive.
This Amendment becomes effective on 18 March 2004.
Background: A Tay 650 LP compressor fan blade set failed due to cracking initiated in the blade root. Rolls Royce have developed an ultrasonic inspection procedure to detect this crack initiation and is mandated by this Directive.
This amendment changes the revision status of the requirement document which includes changes to the inspection interval and extends the applicability per the requirements of the LBA AD.
Amdt 1 of this Directive became effective on 15 June 2000.
The original issue of this Directive became effective on 28 January 1999.
James Coyne
Delegate of the Civil Aviation Safety Authority 5 February 2004
