Overview

The Civil Aviation Regulations 1998, enacted by the Parliament of the Commonwealth of Australia, establish comprehensive safety standards and requirements for civil aviation in Australia. One specific piece of legislation within this framework is the Accessory Drive Gearbox - Rework directive (AD/T53/5) for AlliedSignal (Lycoming) Turbine Engines - T53 Series, which was introduced to address potential safety issues related to the accessory drive gearbox in these engines. The objective of this directive is to ensure that these engines meet the necessary safety standards before being reinstalled in aircraft after reconditioning, particularly focusing on rework completed after 30 June 1972. The directive references various Lycoming bulletins and previous directives to outline the compliance requirements, ensuring that all affected engines are properly reworked to mitigate any safety risks.

Scope and Application

The Civil Aviation Regulations 1998, specifically Part 39, applies to all entities and individuals involved in the operation, maintenance, and certification of aircraft within the Commonwealth of Australia. The regulation in focus, AD/T53/5, pertains to the rework of the accessory drive gearbox of AlliedSignal (Lycoming) Turbine Engines - T53 Series. This regulation mandates compliance for all models listed in OMB No. 0028 and requires adherence to documents such as Lycoming SB No. 41, Lycoming Overhaul Mod. Bulletin No. 0028, Lycoming Field Service Bulletin No. 0010, or AD/LYC-T/3A. The geographic scope is limited to the Commonwealth, meaning it applies to all aviation activities within Australia's national borders. The directive applies to any reconditioning of the specified engines completed after 30 June 1972, prior to their installation in an aircraft, and notes that engines complying with the previous issue of this directive do not require further rework. The application of the Act may be further defined or extended through subordinate instruments, ensuring that regulations remain current and effective in maintaining aviation safety standards.

Key Provisions

The Civil Aviation Regulations 1998, particularly in PART 39 - 106, mandate specific requirements for the airworthiness directives concerning AlliedSignal (Lycoming) Turbine Engines of the T53 Series. Specifically, the regulation in focus is AD/T53/5, which pertains to the Accessory Drive Gearbox Rework. This directive applies to all models listed in OMB No. 0028 (Section 1). Compliance with this directive is achieved by referring to specific Lycoming bulletins and directives, including Lycoming SB No. 41, Lycoming Overhaul Mod. Bulletin No. 0028, Lycoming Field Service Bulletin No. 0010, or AD/LYC-T/3A (Section 1). These documents outline the necessary steps and procedures for ensuring that the accessory drive gearbox is reworked properly. The requirement is that any reconditioning of these engines must be completed after 30 June 1972 and prior to their installation in an aircraft (Section 1). The obligations imposed by this directive are clear and specific. Operators and maintainers of AlliedSignal (Lycoming) T53 Series engines must ensure that any reconditioning of the accessory drive gearbox is performed in accordance with the referenced Lycoming bulletins and directives. This includes following the procedures and specifications provided in these documents to achieve compliance with the airworthiness directive (Section 1). It is crucial that these steps are taken before the engine is reinstalled in an aircraft, ensuring that the maintenance work meets the necessary safety standards and regulatory requirements. Failure to comply with the requirements set out in AD/T53/5 could result in serious consequences. The Civil Aviation Regulations 1998 enforce strict penalties for non-compliance with airworthiness directives. While the specific penalties for breaching this directive are not detailed in the provided text, it is well established within the regulatory framework that non-compliance with airworthiness directives can lead to enforcement actions, including fines, operational restrictions, or even the grounding of aircraft. The severity of the penalties can vary depending on the nature and extent of the breach, but the overarching goal is to ensure that all aircraft and their components meet the highest safety standards to protect public safety and aviation security.
