Overview

The Civil Aviation Regulations 1998, under PART 39 - 106, establishes the Civil Aviation Safety Authority's Schedule of Airworthiness Directives, including AD/T53/17, which pertains to the inspection of centrifugal compressor impellers in AlliedSignal (Lycoming) Turbine Engines of the T53 Series. Enacted by the Australian Government, this legislation aims to ensure the safety and reliability of aviation equipment by implementing specific maintenance and inspection protocols. The policy objective is to comply with the manufacturers' special inspection requirements, as outlined in Lycoming Service Bulletin No 0052, to ensure that the impellers in the specified engines reach their maximum life limits as advised in Service Bulletins No 0020 and 0034. The AD/T53/17 applies to all model T5317A, T5313B, and T 53-L-13B series engines with particular centrifugal Compressor Impeller part numbers installed. The requirement mandates inspections at specific engine operating cycles to maintain the airworthiness of these engines. This regulation is essential for ensuring that the engines operate safely and efficiently, thereby protecting both the aircraft and the passengers on board.

Scope and Application

The Civil Aviation Regulations 1998, as detailed in Part 39 - 106, apply to the safety directives concerning AlliedSignal (Lycoming) Turbine Engines - T53 Series, specifically under the Airworthiness Directive AD/T53/17, which pertains to the centrifugal compressor impeller. This regulation applies to all model T5317A, T5313B and T53-L-13B series engines equipped with specific centrifugal compressor impeller parts numbers 1-100-078-07 and 08. The regulation requires a specific inspection of the impeller in accordance with Lycoming Service Bulletin No 0052 to ensure continued airworthiness and compliance with safety standards. The inspection intervals vary based on the engine model and the accumulated cycles of the impeller, with initial inspections within 200 engine operating cycles on impellers that have reached 3500 to 4600 cycles, and subsequent inspections not to exceed intervals of 500 cycles. This regulation is applicable across the Commonwealth of Australia and extends its reach to all entities and individuals operating within the Australian aviation industry who are responsible for maintaining the airworthiness of these specified engine models. The directive is enforceable under the Civil Aviation Act 1988 and is subject to compliance oversight by the Civil Aviation Safety Authority.

Key Provisions

The Civil Aviation Regulations 1998, specifically Part 39, Section 106, outline the requirements for airworthiness directives, including the AD/T53/17 for AlliedSignal (Lycoming) Turbine Engines - T53 Series (section 106). This directive mandates the inspection of the centrifugal compressor impeller in certain model T53 engines, namely the T5317A, T5313B, and T53-L-13B series engines with specific impeller part numbers. The inspection must be carried out in accordance with Lycoming Service Bulletin No 0052. The directive specifies that for T5313B and T53-L-13B series engines, inspections should occur within 200 engine operating cycles on impellers that have accumulated 4600 cycles, and then at intervals not exceeding 500 cycles thereafter (section 106.1). For T5317A engines, inspections should occur within 200 engine operating cycles on impellers that have accumulated 3500 cycles, and subsequently at intervals not exceeding 500 cycles (section 106.2). The obligations imposed by this directive are primarily on the operators and maintainers of the affected aircraft engines. They must ensure that the specified inspections are performed according to the manufacturer's service bulletin. This involves adhering to the detailed inspection procedures outlined in Lycoming Service Bulletin No 0052, which likely includes visual checks, measurements, and possibly other diagnostic tests to assess the condition of the impellers. It is crucial that these inspections are conducted on schedule to ensure that the engines maintain their airworthiness and comply with the safety standards set forth by the Civil Aviation Safety Authority. Failure to comply with the airworthiness directive AD/T53/17 can result in serious safety risks, potentially leading to engine failure or other critical incidents. While the specific civil or criminal penalties for non-compliance are not explicitly stated in the directive, it is generally understood that non-compliance with airworthiness directives can result in enforcement actions by the Civil Aviation Safety Authority. These actions can include fines, suspension of airworthiness certificates, or other regulatory sanctions. In severe cases, there may also be implications under the Civil Aviation Act 1988, which could lead to criminal charges and penalties for individuals or entities found in breach of the regulations.
