COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
Short SD3-30 Series Aeroplanes
AD/SD3-30/27
Amdt 1
Applicability: All Models.
Wing Strut Distance Piece and Adjacent Side Plates Corrosion
9/93
Requirement: Action in accordance with Shorts Mandatory SB SD330-53-65 Revision 1.
Note: Accomplishment of SB SD330-53-66 constitutes terminating action for the inspections required by SB SD330-53-65 R1.
Compliance: a. Unless the inspection of both the distance piece and adjacent side plates has already been accomplished, within 30 days after 19 August 1993.
b. Reinspect reworked distance pieces and/or side plates at intervals not to exceed 600 hours time in service or 3 months, whichever occurs first.
Background: Corrosion had been detected on the horizontal leg of the distance piece during non routine maintenance. Amendment 1 is issued to reflect a revision of the Requirement Document which introduces an inspection of the side plates in addition to the distance piece, and a repeat inspection of any reworked parts.
Overview
The Civil Aviation Regulations 1998, enacted by the Australian Government, aim to ensure the safety and efficiency of civil aviation operations within Australia. One specific area addressed by these regulations is the maintenance and airworthiness of aircraft, as evidenced in Part 39, which deals with various safety directives. One such directive, AD/SD3-30/27 Amendment 1, targets corrosion issues on wing strut distance pieces and adjacent side plates of certain series aeroplanes. This directive was introduced to mitigate risks associated with corrosion, which had previously been detected during routine maintenance, by mandating inspections and necessary actions in accordance with specified maintenance bulletins. The objective is to ensure that any identified corrosion is appropriately addressed to maintain the structural integrity and safety of the aircraft.
This amendment was issued by the Civil Aviation Safety Authority (CASA), which is responsible for enforcing the regulations set forth in the Civil Aviation Act 1988. The policy objective behind AD/SD3-30/27 Amendment 1 is to enhance aircraft safety by ensuring that all affected aeroplanes are regularly inspected and maintained according to the specified guidelines, thus preventing potential failures due to corrosion and ensuring compliance with safety standards.
Scope and Application
The Civil Aviation Regulations 1998, as amended, apply to all aircraft operations and persons involved in civil aviation within Australia, encompassing various entities such as airlines, aircraft manufacturers, maintenance organisations, and pilots. Specifically, Part 39 - 105 pertains to the Civil Aviation Safety Authority's Schedule of Airworthiness Directives, which includes AD/SD3-30/27 concerning the Shorts SD3-30 series aeroplanes. This directive mandates inspections and actions to address corrosion on the wing strut distance piece and adjacent side plates. The requirement necessitates that inspections of these components be conducted within 30 days after 19 August 1993, unless already completed, and any reworked parts must be reinspected at intervals not exceeding 600 hours of time in service or 3 months, whichever comes first. This directive applies universally to all models of the Shorts SD3-30 series aeroplanes operating under Australian jurisdiction, ensuring that the specified maintenance actions are adhered to for safety compliance.
Key Provisions
The key provisions of the Civil Aviation Regulations 1998, specifically Part 39 - 105, which pertains to the Civil Aviation Safety Authority Schedule of Airworthiness Directives, include the requirement for all models of Short SD3-30 Series Aeroplanes to adhere to specific inspection and maintenance standards. The directive AD/SD3-30/27 Amendment 1, dated 9/93, mandates that inspections of the wing strut distance piece and adjacent side plates must be conducted to address corrosion issues. According to section (a), if the inspection of both the distance piece and adjacent side plates has not already been completed, it must be done within 30 days after 19 August 1993. Furthermore, section (b) requires that any reworked distance pieces and/or side plates be reinspected at intervals not exceeding 600 hours of time in service or three months, whichever comes first.
The obligations imposed by this Act on the parties and entities it governs include the timely completion of inspections and reinspections as specified. Operators of the Short SD3-30 Series Aeroplanes are required to ensure that the inspections of the wing strut distance piece and adjacent side plates are carried out within the stipulated timeframes. Additionally, any rework of these components must be followed by a reinspection within the prescribed intervals to maintain airworthiness standards. Failure to comply with these requirements could lead to safety concerns and potential regulatory penalties.
The Act also outlines consequences for non-compliance with the specified requirements. While the Civil Aviation Regulations 1998 do not explicitly state penalties for breaches of Airworthiness Directives, non-compliance can lead to significant civil or criminal consequences under broader aviation safety legislation. Such consequences may include fines, enforcement actions, and potential grounding of the aircraft until the required inspections and repairs are satisfactorily completed. It is essential for operators to adhere to these directives to avoid any adverse outcomes and to ensure the continued airworthiness and safety of their aircraft.
