COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
Robinson R22 Series Helicopters
AD/R22/3
Amdt 1
Tail Rotor Transmission - Inspection 4/81
Applicability: All R22 series helicopters with serial numbers 0002 to 0099. Documents: 1. Robinson S.L. 6 (Serial Nos. 0002 to 0058 only.) and
2. Robinson S.B. 7.
Compliance: Within 10 hours time in service after 4 March 1981.
Note: Helicopters previously inspected in accordance with AD/R22/3 need only have the drive shaft damper inspected additionally in accordance with para. 5 of S.B. 7.
Background: This directive is intended to prevent failure of A193-2 forward tail rotor coupling flex plate and loss of power to tail rotor and is issued as the result of receiving FAA AD 80-26-06 Amendment 39-3997. The Directive is raised in issue to include an expanded serial number range, and to introduce an inspection of the tail rotor drive shaft damper. Robinson S.L. 7 is replaced by Robinson S.B. 7.
Overview
The Civil Aviation Regulations 1998, as amended by the legislative instrument F2006B06435, address specific safety concerns associated with the Robinson R22 Series helicopters, particularly those within the serial number range of 0002 to 0099. This legislation was enacted to ensure the continued safety and airworthiness of these aircraft by mandating inspections of critical components, such as the tail rotor transmission and drive shaft damper. The enactment of this regulation by the Civil Aviation Safety Authority responds to identified risks of mechanical failure that could lead to loss of power in the tail rotor, potentially causing hazardous flight conditions. The policy objective is to mitigate these risks through timely and thorough inspections, ensuring that these helicopters meet the necessary safety standards and remain operational within the Australian civil aviation framework.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, apply to all Robinson R22 series helicopters with serial numbers 0002 to 0099, imposing mandatory safety directives to ensure the airworthiness of these aircraft. This legislation, encapsulated within the Civil Aviation Safety Authority's schedule of airworthiness directives, mandates compliance within a specific timeframe after a designated date, thereby underscoring the importance of regular inspections to prevent mechanical failures. The directive aims to address potential issues such as the failure of the A193-2 forward tail rotor coupling flex plate and loss of power to the tail rotor, a concern raised by the Federal Aviation Administration's AD 80-26-06 Amendment 39-3997. While the primary focus is on the specified Robinson R22 series helicopters, any previous inspections under AD/R22/3 require an additional inspection of the tail rotor drive shaft damper as outlined in Robinson S.B. 7. This legislation's scope is limited to the specified serial numbers and the outlined safety concerns, ensuring targeted compliance and effective aviation safety measures.
Key Provisions
The Civil Aviation Regulations 1998, specifically Part 39 - 105, includes the Civil Aviation Safety Authority (CASA) Schedule of Airworthiness Directives for Robinson R22 Series Helicopters, under AD/R22/3 Amendment 1. This directive pertains to the tail rotor transmission inspection for helicopters within the specified serial number range of 0002 to 0099 (s.1). It mandates that all applicable R22 series helicopters undergo inspection within 10 hours of time in service after 4 March 1981 (s.2). This requirement is to prevent failures of the A193-2 forward tail rotor coupling flex plate and to ensure that power is not lost to the tail rotor.
The regulations impose specific obligations on the operators of these helicopters. Operators must ensure that the inspections are conducted in accordance with the detailed procedures outlined in Robinson S.L. 6 for serial numbers 0002 to 0058 and in Robinson S.B. 7 for all other applicable serial numbers. If a helicopter has already been inspected under the previous AD/R22/3, only the tail rotor drive shaft damper needs to be inspected as per the additional requirements outlined in para. 5 of S.B. 7. Operators must also maintain accurate records of these inspections and ensure that the necessary documentation is readily available for CASA review if required.
Failure to comply with these directives can result in serious consequences. The Civil Aviation Regulations 1998 establish penalties for non-compliance, which can include substantial fines and potential grounding of the non-compliant aircraft. While the specific maximum penalties are not detailed in the provided text, it is understood that severe penalties are in place to enforce adherence to these safety directives. These measures are critical to maintaining the safety and airworthiness of the R22 series helicopters within the specified serial number range.
