COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 106 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Pratt and Whitney Canada Turbine Engines - PW100 Series
AD/PW100/10 Inter-Compressor Case Fire - Containment 5/2002
Applicability: All Pratt and Whitney Canada (P&WC) PW118, PW120, PW120A, and PW121 engines not incorporating P&WC SB 20914.
Requirement: Action per P&WC SB 20914 Revision 4 dated 14 December 2001.
Note: Transport Canada AD CF-2002-10 refers.
Compliance: At the next scheduled engine shop visit, or before 31 December 2003, which ever occurs first.
This Airworthiness Directive becomes effective on 16 May 2002.
Background: P&WC SB 20914 helps to contain an intercompressor case fire. AD/PW100/5 made this SB mandatory for high-powered PW100 series engines. This AD extends the applicability to some additional PW100 series engines. AD/PW100/6 mandates a set of modifications to prevent the occurrence of intercompressor case fire.
Eugene Paul Holzapfel
Delegate of the Civil Aviation Safety Authority 3 April 2002
The above AD is notified in the Commonwealth of Australia Gazette on 24 April 2002.
Overview
The Civil Aviation Regulations 1998 (CAR 1998) were enacted to ensure the safety and regulation of civil aviation within Australia. This legislation, overseen by the Civil Aviation Safety Authority (CASA), establishes a comprehensive framework to manage and oversee the airworthiness of aircraft and aeronautical products. Specifically, PART 39 of the CAR 1998 deals with Airworthiness Directives (ADs), which are mandatory instructions issued by CASA to address identified safety issues. The AD/PW100/10 issued on 16 May 2002 under subregulation 39.1(1) of CAR 1998, targets Pratt and Whitney Canada (P&WC) PW100 series engines that have not yet incorporated P&WC Service Bulletin 20914. This directive aims to mandate action to contain inter-compressor case fires, thereby enhancing the safety of these engines. The directive became effective on 16 May 2002, requiring compliance either at the next scheduled engine shop visit or by 31 December 2003, whichever comes first.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 106, pertains to the scope and application of the Civil Aviation Safety Authority's (CASA) Airworthiness Directives. This legislative instrument applies to all Pratt and Whitney Canada (P&WC) PW118, PW120, PW120A, and PW121 engines that do not incorporate P&WC Service Bulletin 20914. The directive aims to address the unsafe condition associated with inter-compressor case fires in these engines. The directive is issued under the authority of the CASA delegate and is effective from 16 May 2002. The requirement is that action must be taken in accordance with P&WC Service Bulletin 20914 Revision 4 dated 14 December 2001, which provides guidance on containing inter-compressor case fires. Compliance with the directive must be achieved at the next scheduled engine shop visit or before 31 December 2003, whichever comes first. This AD extends the applicability to some additional PW100 series engines, complementing other directives such as AD/PW100/5 and AD/PW100/6 which mandate specific modifications to prevent inter-compressor case fires. The directive applies across the Commonwealth of Australia and is notified in the Commonwealth of Australia Gazette.
Key Provisions
The main operative sections of this Airworthiness Directive (AD/PW100/10) pertain to the applicability, requirement, and compliance timelines for Pratt and Whitney Canada (P&WC) PW118, PW120, PW120A, and PW121 engines not incorporating P&WC Service Bulletin (SB) 20914. The AD applies to these specific engine models and mandates that they must implement the actions outlined in P&WC SB 20914 Revision 4 dated 14 December 2001. This action must be taken at the next scheduled engine shop visit, or before 31 December 2003, whichever occurs first. The directive becomes effective on 16 May 2002.
The obligations imposed on the parties governed by this AD include ensuring that the Pratt and Whitney Canada PW118, PW120, PW120A, and PW121 engines that have not incorporated P&WC SB 20914 take the specified corrective actions. This involves adhering to the instructions set forth in P&WC SB 20914 Revision 4, which is dated 14 December 2001. These actions are intended to address and mitigate the risk of an intercompressor case fire by enhancing containment measures.
Failure to comply with this AD may lead to civil or criminal consequences. While the specific penalties are not detailed in the AD itself, non-compliance with Civil Aviation Regulations 1998 could result in enforcement actions by the Civil Aviation Safety Authority (CASA). This may include fines or other regulatory measures. The exact penalties would depend on the severity of the non-compliance and the specific provisions of the Civil Aviation Regulations 1998. It is important for the governed parties to adhere to the AD to avoid potential enforcement actions and ensure the continued airworthiness and safety of the affected aircraft engines.
