COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY

SCHEDULE OF AIRWORTHINESS DIRECTIVES

Piper PA-34 (Seneca) Series Aeroplanes

AD/PA-34/42

Amdt 1

Aileron Hinge Fitting Assembly 10/93

Applicability: Model PA-34-200T and -220T.

Requirement: Carry out a detailed visual inspection of the aileron hinge fitting assemblies for corrosion, with special attention to the section of the fitting enclosed by the aileron. Evidence of corrosion on the enclosed section of the fitting will necessitate removal of the fitting from the aileron to allow closer inspection/corrosion removal.

Compliance: Prior to 15 December 1992, and thereafter at intervals not to exceed 3 calendar years. The compliance date of the original issue of this Directive remains unchanged, while the repetitive inspection requirement is added by this issue. This amendment is effective from 16 September 1993.

Background: This Directive was prompted by reports of severe corrosion on a significant number of local aircraft.

Amendment 1 is issued in response to further reports of corrosion on an aircraft that had had corrosion rectification carried out.

Overview

The Civil Aviation Regulations 1998, enacted by the Australian Parliament, are a comprehensive set of rules governing civil aviation operations within Australia. A specific amendment within this legislation, AD/PA-34/42 Amendment 1, addresses the issue of corrosion in the aileron hinge fitting assemblies of Piper PA-34 (Seneca) Series aeroplanes. This directive was introduced to ensure the ongoing airworthiness of these aircraft by requiring regular inspections and maintenance to prevent structural failures due to corrosion. The policy objective is to enhance safety by ensuring that any signs of corrosion are identified and addressed promptly, thus maintaining the integrity of the aircraft’s control surfaces and preventing potential mid-flight failures. This amendment, effective from 16 September 1993, responds to recurring issues of corrosion on these models, ensuring that the safety measures are updated in line with emerging data on aircraft maintenance and structural integrity.

Scope and Application

The Civil Aviation Regulations 1998, specifically Part 39 - 105 concerning the Civil Aviation Safety Authority's Schedule of Airworthiness Directives, applies to all aircraft operators and maintenance personnel within the Commonwealth of Australia. In this context, the Act targets Piper PA-34 (Seneca) series aeroplanes, namely the PA-34-200T and -220T models, necessitating compliance with detailed inspection and maintenance protocols to ensure airworthiness. The requirement is to carry out a detailed visual inspection of the aileron hinge fitting assemblies for corrosion, with a particular focus on the section of the fitting enclosed by the aileron. If corrosion is detected, the fitting must be removed from the aileron for closer inspection and potential corrosion removal. Compliance with these directives is mandatory, with initial inspections required prior to 15 December 1992 and subsequent inspections mandated at intervals not exceeding three calendar years. This specific amendment, effective from 16 September 1993, extends the repetitive inspection requirement in response to ongoing corrosion issues reported on aircraft that had previously undergone corrosion rectification. The Civil Aviation Safety Authority retains the authority to extend or restrict the application of these directives through subordinate instruments as needed.

Key Provisions

The Civil Aviation Regulations 1998, under Part 39 - 105, addresses the airworthiness directives for specific aircraft models. For the Piper PA-34 (Seneca) Series Aeroplanes, specifically the PA-34-200T and -220T models, there is a detailed directive concerning the aileron hinge fitting assemblies (AD/PA-34/42). This directive was initially issued in 1993 and has been amended to include more stringent inspection requirements. According to the regulation, a detailed visual inspection of the aileron hinge fitting assemblies is mandated to detect any signs of corrosion, with particular emphasis on the section enclosed by the aileron (Section 10/93). If corrosion is detected, the fitting must be removed from the aileron to enable a more thorough inspection and necessary corrosion removal. The obligations imposed by this directive require aircraft operators or maintenance personnel to conduct these inspections meticulously. The initial inspection must take place before 15 December 1992, and subsequent inspections must occur at intervals not exceeding three calendar years. This recurring inspection requirement is an amendment introduced in 1993, making it imperative for operators to adhere to the new schedule. The directive underscores the necessity of maintaining the structural integrity of the aircraft, particularly focusing on preventing corrosion that could compromise flight safety. Failure to comply with the airworthiness directive can lead to significant consequences. The Civil Aviation Regulations outline that non-compliance with such directives may result in the aircraft being deemed non-airworthy, which can lead to severe civil or criminal penalties. While the exact penalties are not specified in the text, it is understood that breaches can result in substantial fines, operational restrictions, or even the grounding of the aircraft. The enforcement of these regulations is critical to ensuring that all aircraft maintain their airworthiness and adhere to the highest safety standards.
