Overview
The Civil Aviation Regulations 1998, under PART 39 - 105, introduced the Civil Aviation Safety Authority Schedule of Airworthiness Directives, which includes specific directives for various aircraft models, such as the Piaggio P166 Series Aeroplanes. This legislative instrument was enacted to ensure the safety and airworthiness of aircraft by addressing specific maintenance and modification requirements for certain parts. The Civil Aviation Regulations were established by the Australian Government and administered by the Civil Aviation Safety Authority (CASA) to regulate civil aviation safety within Australia, aiming to ensure that all aircraft meet the necessary safety standards before and during operation.
One particular directive, AD/P166/33, targets the Piaggio P166 Series Aeroplanes and focuses on the inspection and modification of engine and propeller teleflex controls. The directive mandates the inspection of P/N 5206 swing bearings for security in the swinging joint terminal fitting P/N 6161.02, and requires modifications to the joint and bearing of the engine and propeller controls in accordance with Piaggio SB No. 166-54. This directive aims to address potential safety issues related to these specific components, ensuring they are maintained and modified as required to prevent any adverse effects on the aircraft's operation.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, outlines the requirements and compliance measures for Piaggio P166 Series Aeroplanes, which include all models P166, P166B, and P166C that incorporate Piaggio SB No. 166-51.1/68. This legislation applies to the inspection and modification of the engine and propeller teleflex controls, ensuring that P/N 5206 swing bearings are secured in the swinging joint terminal fitting P/N 6161.02. Compliance with these airworthiness directives is mandatory for the specified models to maintain operational safety and adherence to aviation standards. The inspection must be completed within 25 hours of time in service after 10 January 1968 and then at intervals not exceeding 25 hours of time in service until the required modifications are made. The modifications, as detailed in Piaggio SB No. 166-54, must be completed before 1 June 1968. This regulation applies across the Commonwealth, ensuring uniformity in airworthiness standards and safety practices across all states and territories.
Key Provisions
The Civil Aviation Regulations 1998, specifically Part 39 - 105, includes a Schedule of Airworthiness Directives (AD) that mandates the maintenance and safety standards for specific aircraft models. AD/P166/33 pertains to the Piaggio P166 Series Aeroplanes, including models P166, P166B, and P166C, which incorporate Piaggio Service Bulletin No. 166-51.1/68. The directive requires inspections and modifications to the engine and propeller teleflex controls to ensure airworthiness and safety.
Section 1 of the directive requires an inspection of the P/N 5206 swing bearings for security in the swinging joint terminal fitting P/N 6161.02, which is part of the engine and propeller teleflex controls. This inspection must be conducted within 25 hours of time in service after 10 January, 1968, and then at intervals not exceeding 25 hours of time in service until the modifications are completed as specified in Section 2 of the directive. Section 2 mandates that the joint and bearing of the engine and propeller controls be modified in accordance with Piaggio Service Bulletin No. 166-54. This modification must be completed before 1 June, 1968.
The obligations imposed by this directive on the operators and maintenance personnel of the Piaggio P166 Series Aeroplanes include performing the required inspections and modifications to the engine and propeller teleflex controls. Operators must ensure that the inspections are carried out within the specified timeframes and that the modifications are completed before the deadline. Compliance with these requirements is crucial for maintaining the airworthiness of the aircraft and ensuring the safety of passengers and crew.
Failure to comply with the requirements set forth in AD/P166/33 can result in significant consequences. The Civil Aviation Safety Authority (CASA) may take enforcement action against operators and maintenance personnel who do not adhere to the inspection and modification mandates. Such actions can include fines, enforcement notices, and in severe cases, the grounding of the aircraft. The exact penalties and consequences are determined by CASA based on the nature and severity of the non-compliance. However, the directive underscores the importance of strict adherence to the specified safety measures to avoid any legal repercussions.
