COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 106 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
Pratt and Whitney Turbine Engines - JT9D Series
AD/JT9D/17
Amdt 2
Fan Containment Shield 8/90
Applicability: JT9D - 7R4D, D1, E, E1, E4, H1 series engines.
Requirement: Install an improved fan containment shield in accordance with the requirements of PWA SB No JT9D - 7R4 - 72 - 312 Rev 6.
Note 1: Compliance with the requirements of a previous revision of the Requirement document is considered as compliance with the Requirements of this Directive.
Note 2: FAA AD 87-23-05 R1 refers.
Compliance: At next scheduled engine shop visit, but no later than 31 December 1990.
Background: This amendment reflects advice that additional procedures are available which permit alternative methods of installing the improved fan containment shield. These alternative procedures are published in subsequent revisions to Requirement document PWA SB No JT9D-7R4-72-312. Rev 2.
Engines already in compliance with the Requirements of CAO 106 AD/JT9D/17 Amdt 1 are considered to be in compliance with the Requirements of this Amendment.
Overview
The Civil Aviation Regulations 1998, as amended by the Airworthiness Directive AD/JT9D/17 Amdt 2, was introduced to address safety concerns associated with the Pratt and Whitney JT9D series turbine engines, specifically regarding the fan containment shield. Enacted by the Commonwealth of Australia, this legislative instrument aims to ensure the continued airworthiness of these engines by mandating the installation of an improved fan containment shield. This directive applies to JT9D - 7R4D, D1, E, E1, E4, H1 series engines and requires compliance with the Pratt and Whitney Service Bulletin No JT9D - 7R4 - 72 - 312 Rev 6. The policy objective of this amendment is to enhance safety standards within the civil aviation sector by allowing alternative installation procedures for the improved fan containment shield, as outlined in subsequent revisions of the Requirement document. Compliance with this directive must be achieved at the next scheduled engine shop visit, but no later than 31 December 1990.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 106, establishes the Civil Aviation Safety Authority Schedule of Airworthiness Directives, which includes AD/JT9D/17 Amendment 2 for Pratt and Whitney Turbine Engines - JT9D Series. This directive applies to engines of the JT9D series, including models 7R4D, D1, E, E1, E4, and H1, and mandates the installation of an improved fan containment shield as per Pratt and Whitney Aircraft Service Bulletin No JT9D-7R4-72-312 Revision 6. Compliance with earlier revisions of this requirement document is also considered sufficient. The directive applies across the Commonwealth of Australia and requires compliance by the next scheduled engine shop visit, but no later than 31 December 1990. Note that engines already compliant with the requirements of CAO 106 AD/JT9D/17 Amendment 1 are deemed compliant with this Amendment. This directive extends its applicability through subsequent revisions of the requirement document and references FAA AD 87-23-05 R1 for further guidance.
Key Provisions
The key operative sections of the Civil Aviation Regulations 1998, Part 39 - 106, specifically Amendment 2 to the Airworthiness Directive concerning Pratt and Whitney JT9D Series engines, require the installation of an improved fan containment shield in JT9D-7R4D, D1, E, E1, E4, and H1 series engines (section 39-106). This directive mandates compliance with the requirements outlined in Pratt and Whitney Aircraft (PWA) Service Bulletin No JT9D-7R4-72-312, Rev 6. Notably, compliance with earlier revisions of this requirement document is also accepted as meeting the current directive's requirements (section 39-106 Note 1). The directive is directly related to FAA AD 87-23-05 R1 (section 39-106 Note 2).
The obligations imposed by this Act on the parties or entities it governs include ensuring that the improved fan containment shield is installed in the specified JT9D series engines during the next scheduled engine shop visit. Importantly, this must be completed no later than 31 December 1990 (section 39-106). Additionally, engines that were already compliant with the previous amendment (CAO 106 AD/JT9D/17 Amdt 1) are deemed to be compliant with this amendment (section 39-106 Background).
In terms of consequences for non-compliance, while the specific civil or criminal penalties for breaching these directives are not explicitly detailed within the text provided, it is implied that non-compliance could result in significant safety risks and potential regulatory action. The Civil Aviation Safety Authority (CASA) has the authority to take enforcement actions against non-compliant parties, which could include fines, penalties, and other measures to ensure compliance with aviation safety standards. Given the nature of aviation safety regulations, the penalties for non-compliance can be severe, reflecting the critical importance of adhering to these directives.
