AD/JETSTREAM/39 Introduction Of Inverter Part No.

1B350-1B1-3 (Modification Jm 7740)

Applicability: All Jetstream aircraft detailed in the Requirement Document. Requirement: Action in accordance with BAe SB 24-JM 7740.

Note 1: Compliance with this SB is considered mandatory by the CAA (UK).

Note 2: Accomplishment of modification JM 7740 (Mandatory SB 24-JM 7740) in accordance with this AD does not remove the necessity to comply with the emergency procedures of the flight manual amendment introduced by Mandatory Alert SB 24-A- JA 900443 (refer AD/JETSTREAM/38, Requirement 1). The Flight Manual emergency procedures are revised only after the accomplishment of both Mandatory SB 24-JM 7740 and optional SB 24-JA 900941.

Compliance: As specified in the Requirement Document.

Background:  BAe have advised that investigations into recent AC power instability problems have been concluded, and the cause has been determined to be inadequate protection within the part no 1B350-1B1-2 inverters. This AD mandates compliance with BAe Mandatory SB 24-JM 7740, and advises that compliance with optional SB 24-JA 900941 as well as with SB 24-JM 7740 will allow the transfer function deleted by Alert 3/91SB 24-JA 900443 R1 (refer AD/JETSTREAM/38, Requirement 1) to be reinstated.

Overview

The Civil Aviation Regulations 1998 (Cth), enacted by the Commonwealth of Australia, aims to ensure the safety of civil aviation by setting out comprehensive regulations for all aspects of aviation operations. Part 39, which includes the Airworthiness Directives, plays a crucial role in maintaining the safety standards of aircraft by issuing directives that address identified safety issues. One such directive, AD/JETSTREAM/39, was introduced to address the problem of AC power instability in British Aerospace BAe 3100 (Jetstream) Series Aeroplanes. This problem was identified as being caused by inadequate protection within the part no 1B350-1B1-2 inverters. The policy objective of this directive is to mandate compliance with the British Aerospace Service Bulletin 24-JM 7740 to rectify the identified safety issue, ensuring that all Jetstream aircraft adhere to the specified modifications to maintain airworthiness standards. Compliance with this directive is considered mandatory by the Civil Aviation Safety Authority (CASA).

Scope and Application

The Civil Aviation Regulations 1998, specifically Part 39 - 105, pertains to the Civil Aviation Safety Authority's (CASA) Schedule of Airworthiness Directives, targeting the British Aerospace BAe 3100 (Jetstream) Series Aeroplanes. This legislation applies to all Jetstream aircraft that are detailed in the Requirement Document, mandating compliance with BAe Service Bulletin (SB) 24-JM 7740. This service bulletin is recognised as mandatory by the UK's Civil Aviation Authority (CAA). It is imperative to note that while compliance with this Airworthiness Directive ensures the modification of the inverter part, it does not absolve the requirement to adhere to the emergency procedures outlined in the flight manual amendment introduced by Mandatory Alert SB 24-A-JA 900443, as referenced in AD/JETSTREAM/38, Requirement 1. The flight manual's emergency procedures are updated only after both the mandatory SB 24-JM 7740 and optional SB 24-JA 900941 have been implemented. Compliance with these directives is strictly as specified in the Requirement Document.

Key Provisions

The Civil Aviation Regulations 1998 (Cth), Part 39 - 105, specifically Section AD/JETSTREAM/39, pertains to the safety directives concerning British Aerospace BAe 3100 (Jetstream) Series Aeroplanes. This regulation mandates compliance with BAe Service Bulletin (SB) 24-JM 7740, which involves the introduction of an inverter part number 1B350-1B1-3 (Modification JM 7740). The directive applies to all Jetstream aircraft detailed in the Requirement Document. Essentially, it requires the aircraft operators to undertake the specified modifications as outlined in the aforementioned BAe SB 24-JM 7740. The obligations under this regulation are quite clear. Operators of Jetstream aircraft must ensure that the modification specified in SB 24-JM 7740 is carried out as required. This modification is mandatory, and failure to comply with this directive can lead to serious safety issues, particularly in relation to AC power instability problems that have been identified and resolved by the introduction of the new inverter. Importantly, operators must also remain compliant with the emergency procedures introduced by the flight manual amendment specified in Mandatory Alert SB 24-A- JA 900443, as referenced in AD/JETSTREAM/38, Requirement 1. These emergency procedures are further revised only after the accomplishment of both SB 24-JM 7740 and the optional SB 24-JA 900941. Failure to adhere to the requirements of this regulation can lead to severe consequences. The Civil Aviation Safety Authority (CASA) takes compliance with airworthiness directives very seriously, and non-compliance can result in enforcement actions. Depending on the severity of the breach, consequences can range from fines to more severe penalties, including suspension or revocation of the aircraft’s certificate of airworthiness. The specific penalties are not detailed in the provided text but generally align with the severity of the non-compliance and the risk posed to aviation safety. Ensuring strict adherence to these directives is crucial for maintaining the safety and airworthiness of Jetstream aircraft.
