Overview
The Civil Aviation Safety Authority, through its delegate, has enacted the Airworthiness Directive (AD) AD/JBK 117/8 Amdt 2 in 2002 to address the problem of excessive wear of the sidewards link tail cone side lug bore in the Kawasaki BK117 series helicopters, which could lead to failure of the engine mount sidewards link. This AD revokes the previous AD AD/JBK117/8 Amdt 1 and revises the compliance requirements in response to the Kawasaki Service Bulletin KSB-117-120A. The AD applies to models BK 117, BK 117A-3, BK117A-4, BK 117B-1, and BK 117B-2 helicopters that do not have the Kawasaki Service Bulletin KSB-117-121 incorporated. The primary policy objective of this AD is to ensure the safety of the aircraft by mandating actions that prevent unsafe conditions arising from the identified problem. This AD became effective on 3 October 2002 and was published in the Commonwealth of Australia Gazette on 11 September 2002.
Scope and Application
The Airworthiness Directive AD/JBK 117/8 Amdt 2 applies to specific models of Kawasaki BK117 Series helicopters, namely the BK 117, BK 117A-3, BK 117A-4, BK 117B-1, and BK 117B-2, excluding those that have incorporated Kawasaki Service Bulletin KSB-117-121. The directive mandates corrective actions to address the identified unsafe condition related to the engine mount sidewards link, specifically targeting the excessive wear of the sidewards link tail cone side lug bore. The requirements necessitate adherence to the instructions outlined in Kawasaki Service Bulletin KSB-117-120A, which includes specific inspection and compliance protocols. The AD is issued under subregulation 39.1 (1) of the Civil Aviation Regulations 1998, with the purpose of ensuring the airworthiness of these helicopters. The directive is applicable within the Commonwealth of Australia, enforced by the Civil Aviation Safety Authority (CASA) and becomes effective from the dates specified in the document. The AD does not apply to helicopters that have already complied with Kawasaki Service Bulletin KSB-117-121, which is considered a terminating action for the requirements of this directive.
Key Provisions
The main operative sections of this Airworthiness Directive (AD) relate to the applicability, requirement, and compliance of the Kawasaki BK117 series helicopters. Section 1 specifies the models of the BK 117 helicopter to which this AD applies, excluding those with Kawasaki Service Bulletin KSB-117-121 incorporated. Section 2 outlines the requirement, which is to take action in accordance with Kawasaki Service Bulletin KSB-117-120A. Section 3 sets out the compliance requirements, including an initial inspection within 50 hours time in service after 5 November 1998 for helicopters that have accumulated more than 1200 hours time in service, unless the inspection has already been performed in accordance with Kawasaki Service Bulletin KSB-117-120 or -120A. The AD also notes that compliance with Kawasaki Service Bulletin KSB-117-121 dated 19 June 1997 constitutes terminating action for the requirements of this AD.
The obligations and requirements imposed by this AD include ensuring that the specified Kawasaki BK117 series helicopters are inspected and maintained in accordance with the requirements set out in Kawasaki Service Bulletin KSB-117-120A. This includes the initial inspection of helicopters that have accumulated more than 1200 hours time in service within 50 hours time in service after 5 November 1998, unless the inspection has already been performed in accordance with Kawasaki Service Bulletin KSB-117-120 or -120A. It is also important to note that compliance with Kawasaki Service Bulletin KSB-117-121 dated 19 June 1997 constitutes terminating action for the requirements of this AD.
Failure to comply with the requirements of this AD may result in civil or criminal consequences, including fines and imprisonment. The maximum penalties for breaches of the Civil Aviation Regulations 1998 are set out in section 45 of the Regulations and may include fines of up to $21,000 for individuals and $105,000 for corporations, as well as imprisonment for up to two years for individuals and five years for corporations. It is important for operators of Kawasaki BK117 series helicopters to ensure that they are compliant with the requirements of this AD in order to avoid these potential consequences.
