AD/IAI-A/1

Amdt 1

Baggage Compartment Heating Blankets 5/99

Applicability: All 1125 Astra and Astra SPX models with serial numbers 004 through 103 inclusive. Requirement:               Disable the baggage compartment heating blankets systems as follows:

  1. Gain access to the left and right DC Contactor Boxes in the aft equipment bay.

2.    Pull out circuit breakers 16H and 18H located on the RH Contactor Box and 17H and 19H located on the LH Contactor Box. Secure the opened circuit breakers by circuit breaker safety clips or cable ties and tag each circuit breaker as:

“Disabled per AD/IAI-A/1”.

3.    Fabricate the following placard and install the placard on the BAGGAGE COMPRT HEAT switch:

“INOP”.

Note 1: Israel CAA AD 25-98-02-07 R1 refers.

Note 2: Incorporation of Astra Service Bulletin 1125-25-177 dated 2 October 1998 or Revision 1 dated 19 October 1998 is considered an optional alternate means of compliance with this Directive. Following installation of the improved blankets, in accordance with either Service Bulletin, the placard and circuit breaker tags required by this Directive must be removed.

Compliance: The original compliance remains unchanged as ‘Before next flight’.

This Amendment becomes effective on 20 May 1999.

Background: IAI has reported incidents of overheating of the cargo compartment heating blankets causing delamination, heat damage and burn marks to the blankets and the baggage compartment liner. Actions specified by the original issue of this Directive were intended to prevent in flight fires caused by overheating blankets.

This amendment decreased the range of affected aircraft and advised of an alternate means of compliance.

The original issue of this Airworthiness Directive became effective on 27 February 1998.

Overview

The Civil Aviation Regulations 1998, specifically in Part 39 - 105, addresses the need for airworthiness directives to ensure the safety of civil aviation operations. Enacted by the Commonwealth of Australia, this legislation aims to maintain and enhance the safety standards of aircraft in operation by imposing mandatory safety requirements and directives. The policy objective is to mitigate risks associated with the operation of aircraft, particularly focusing on preventing incidents that could compromise the safety of passengers, crew, and the aircraft itself. One such directive, AD/IAI-A/1, targets the Israel Aircraft Industries 1125 (Astra) Series Aeroplanes, requiring the disabling of baggage compartment heating blankets to prevent overheating issues that could lead to fires. This directive was introduced in response to reported incidents of overheating, which caused damage to the blankets and the baggage compartment liner. The amendment to this directive, which became effective on 20 May 1999, refined the applicability to a narrower range of affected aircraft and introduced an optional alternate means of compliance through specific service bulletins.

Scope and Application

The Civil Aviation Regulations 1998, as amended, specifically within PART 39 - 105, mandate airworthiness directives that apply to civil aviation operations within Australia. The particular directive AD/IAI-A/1 pertains to all 1125 Astra and Astra SPX models of Israel Aircraft Industries aeroplanes, serial numbers 004 through 103 inclusive. This directive applies to operators and owners of these specific aircraft models within the Commonwealth of Australia, requiring them to disable the baggage compartment heating blankets to mitigate the risk of overheating, delamination, and potential fires. The directive outlines precise actions to be undertaken, including the removal and tagging of specific circuit breakers and the installation of a placard indicating the system's inoperability. Compliance with this directive is mandatory, with the requirement to implement the specified measures before the next flight. The amendment to this directive, effective from 20 May 1999, narrows the scope of affected aircraft and acknowledges an optional alternate means of compliance, referencing the Israel Civil Aviation Authority’s directive and associated service bulletins.

Key Provisions

The key operative sections of the Civil Aviation Regulations 1998, specifically PART 39 - 105 concerning the Civil Aviation Safety Authority (CASA) Schedule of Airworthiness Directives for the Israel Aircraft Industries 1125 (Astra) Series Aeroplanes, are outlined in AD/IAI-A/1 Amendment 1. Section 39-105 requires all 1125 Astra and Astra SPX models with serial numbers 004 through 103 inclusive to disable their baggage compartment heating blankets systems. The directive mandates that access must be gained to the left and right DC Contactor Boxes in the aft equipment bay, and specific circuit breakers (16H and 18H on the RH Contactor Box and 17H and 19H on the LH Contactor Box) must be pulled out and secured with safety clips or cable ties. Each circuit breaker must then be tagged as "Disabled per AD/IAI-A/1." Additionally, a placard with the text "INOP" must be fabricated and installed on the BAGGAGE COMPRT HEAT switch. The directive notes that compliance with Israel CAA AD 25-98-02-07 R1 is referenced, and an optional alternate means of compliance can be achieved by incorporating Astra Service Bulletin 1125-25-177 dated 2 October 1998, or Revision 1 dated 19 October 1998. If this alternate method is followed, the placard and circuit breaker tags required by the directive must be removed. The obligations imposed by this Act are primarily on the operators of the affected aircraft models. Operators must ensure that the specified modifications to the baggage compartment heating blankets systems are carried out before the next flight. This includes physically accessing and manipulating the DC Contactor Boxes, pulling and securing the relevant circuit breakers, and installing the appropriate placards. Failure to comply with these requirements risks non-compliance with aviation safety standards and could potentially lead to further incidents of overheating and fire. The compliance deadline for these actions remains unchanged, requiring completion "Before next flight." Failure to adhere to the requirements outlined in the directive may result in serious safety risks, including the possibility of in-flight fires due to overheating of the baggage compartment heating blankets. The Civil Aviation Regulations 1998 do not explicitly state penalties for non-compliance with specific Airworthiness Directives, but non-compliance generally carries severe civil and criminal consequences under the Civil Aviation Act 1988. These may include fines, imprisonment, or both, depending on the severity of the breach and the impact on aviation safety. The specific penalties are not detailed in the text but can be severe, reflecting the critical nature of ensuring aircraft airworthiness.
