AIRWORTHINESS DIRECTIVE


For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/GENERAL/80 Amdt 1.and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Ethylene Diamine (EDA) Decontamination - Simple Aircraft

Applicability: Aircraft which were declared unairworthy in accordance with AD/GENERAL/78 Amdt. 1 or original issue; which:

 

Note 1: Compliance with a previous issue of this Directive constitutes compliance with the requirements of this Directive.

 

(a)     Do not incorporate multi-celled/interconnected or foam-filled fuel tanks; or

 

Note 2: A multi-celled/interconnected tank is a tank which requires fuel poured in at the tank fill hole to go through interconnecting pipes or holes in the wall of that tank to reach other cells or compartments of that tank.

 

(b)     Do not incorporate components within the airframe fuel distribution system which require maintenance outside the privileges of a licensed aircraft maintenance engineer detailed in CAO 100.90; and

 

(c)     Have exhibited physical evidence of contamination since the issue of AD/GENERAL/77; or

 

(d)     In complying with the requirements of AD/GENERAL/79 or subsequent issues, have been confirmed as having been contaminated with EDA; or

 

(e)      Have had fuel tanks flushed either during evaluation trials or using EDA decontamination procedures not yet approved.

 

 

Requirement: 1. The aircraft fuel storage, fuel distribution and engine fuel metering systems are to be decontaminated in accordance with:

 

(a)     A procedure as published by the aircraft manufacturer; or

 

(b)     The procedure detailed in Appendix A of this Directive; or

 

(c)     A procedure approved by a person holding a CAR 2A(4) delegation issued for the purpose of this Directive.

 

Note 3: Certain CAR 35 Authorised Persons have been issued with an Instrument of Delegation for CAR 2A(4).

 

Compliance with the requirements of this Directive constitutes a further terminating action for compliance with Requirement 3 of AD/GENERAL/78 Amdt. 1.

 

2.        The satisfactory removal of contamination shall be confirmed by testing for the continued presence of EDA using the Fluorescent Reagent Test detailed in CASA approved procedure ACSB-2000/002 Revision 1.

 

3.        Fuel the aircraft to maximum capacity, blending isopropyl alcohol with the AVGAS during refuelling in quantities not exceeding 1% of the maximum tank capacity.

 

Note 4: Isopropyl alcohol meeting specifications ASTM D4171 or TT-I-735a Grade B satisfy the requirements of this Directive.

 

4.        In accordance with CAR 48, certify the following clearance endorsement in the maintenance records, including the aircraft maintenance release and the aircraft log book;

 

“Aircraft fuel system has been decontaminated in accordance with CAR 1998 Part 39, AD/GENERAL/80 Amdt. 2, Requirement 1 [(a) or (b) or (c) as applicable].

 

5.        A component history record shall be raised for each serial numbered removable fuel system component that has been subject to contaminated fuel. Enter on the component record:

 

“This component has been contaminated with ethylene diamine. All abnormal defects must be reported as a major defect, notifying previous exposure to ethylene diamine.”

 

 

6.        Unless required by a procedure published in accordance with Requirement 1(a) of this Directive or a procedure approved in accordance with Requirement 1(c) of this Directive; inspect all aircraft fuel system and engine fuel system fuel filters detailed in the aircraft manufacturer’s periodic inspection schedule for evidence of contamination.

7.        Applicable to aircraft decontaminated in accordance with Requirement 1(b) only:

(a)     Carry out a functional check of all fuel distribution selector valves, including cross-feed and firewall shut-off valves. Check for evidence of restriction of movement;

(b)     Unless previously accomplished during compliance with Requirement 1(b) of this Directive, replace all drawn brass wire filter elements;

(c)     Endorse the aircraft’s maintenance release with the following statement:

“The aircraft fuel system has been flushed with water. Exercise extra vigilance when testing for the presence of water before the start of each day’s flying and prior to flight after refuelling”

Compliance: Requirements 1 through 5:

Unless previously accomplished; before further flight. However, the aircraft may be flown direct to another location to enable this maintenance to be carried out, subject to:

(a)     An inspection of all aircraft fuel system and engine fuel system filters detailed in the aircraft manufacturer’s periodic inspection schedule for evidence of contamination; and

(b)     For aircraft engines fitted with a carburettor(s); an inspection of the carburettor needle and seat for evidence of contamination; and

(c)     The total flight time not exceeding 5 hours; and

(d)     Operating crew only being carried in the aircraft; and

(e)     The aircraft being flown only in day/VFR operation; and

(f)      Flight over water being conducted within gliding distance of land. Requirement 6:

(a)     After 20 hours but no later than 25 hours time in service from the effective date of this Directive; and

(b)     After 45 hours but no later than 50 hours time in service from the effective date of this Directive.

 

 

Requirement 7: Aircraft decontaminated in accordance with Requirement 1(b) only:

 

(a)     Selector valve functional check:

 

(i)       After 20 hours but no later than 25 hours time in service from the effective date of this Directive; and

 

(ii)     After 45 hours but no later than 50 hours time in service from the effective date of this Directive; and

 

(iii)  After 70 hours but no later than 75 hours time in service from the date of this Directive.

 

(b)     Brass filter replacement:

 

Within three months time in service from the effective date of this Directive.

 

(c)      Maintenance release water drain statement:

 

For a period not less than 100 hours or 3 months, whichever occurs later, from the effective date of this Directive.

 

This Amendment becomes effective on 11 February 2000.

 

Background:  This Directive was originally issued to require the removal of EDA contamination from simple aircraft This amendment reflects advice from the aviation industry and is therefore based on experience gained in complying with the Directive. That advice included amending Appendix A to reflect procedures proven effective in addressing the intent of the Directive.

 

Amendment 1 of this Airworthiness Directive became effective on 26 January 2000.

 

The original issue of this Airworthiness Directive became effective on 25 January 2000.

ETHYLENE DIAMINE (EDA) DECONTAMINATION PROCEDURE - SIMPLE AIRCRAFT

 

 

 

 

 


 

 

 

 

 


 

 

 

Note: This procedure has been formulated so that it can be used as a checklist for each step of the procedure and be incorporated subsequently into the aircraft documentation. It is therefore strongly recommended that the procedure be photocopied or that additional copies be obtained from the CASA web site as required.

Drain all fuel from the aircraft.

With all tanks selected OFF/CLOSED, disconnect the engine fuel supply line at the firewall.

Completely wash the interior surfaces of all fuel tanks by filling each tank to overflowing with potable water. The equipment used to deliver the water should be fitted with a filter equivalent to the aircraft main fuel filter.

 

 

4

Agitate the aircraft by either rocking the airframe or towing the aircraft to ensure that the water rinses all interior surfaces of the tanks.

 

 

5

Completely drain the water within 15 minutes.

 

 

6

Complete steps 3, 4 and 5 three times.

Note: Waste water must be disposed of in a manner which is consistent with the regulations of the environmental protection authority in your State or Territory.

Confirm the satisfactory removal of contamination from fuel tanks by testing for the continued presence of EDA using the Fluorescent Reagent Test detailed in CASA approved procedure ACSB-2000/002. Note the preparation and safety precautions contained in the procedure.

 

 

8

Flush all distribution plumbing, including vents, engine fuel primer and engine fuel return lines with running potable water for 3 minutes, taking care not to pressurise the fuel system. While water is running, actuate all applicable selectors. Retain a 500 ml sample of flush water immediately prior to completing system flush. Use a clean glass or ceramic container.

CAUTION: UNDER NO CIRCUMSTANCES USE A HIGH PRESSURE WATER WASHING RIG TO CLEAN ANY PART OF AN AIRCRAFT FUEL SYSTEM.

Confirm the satisfactory removal of contamination from the fuel system by testing for the continued presence of EDA in the water sample retained at Step 8 using CASA approved procedure ACSB- 2000/002.

Note the preparation and safety precautions contained in the procedure.

If either of the tests at Steps 7 and 9 show that contamination is still present, repeat steps 3 to 9 until the tests at steps 7 and 9 show that all contamination has been removed.

Drain the water from all fuel tanks and distribution plumbing. This step may require some disassembly of the fuel distribution system.

CAUTION: UNDER NO CIRCUMSTANCES USE HIGH PRESSURE ‘SHOP’ AIR TO AIR DRY FUEL PLUMBING.

Reconnect all airframe fuel system plumbing, leaving the firewall to engine fuel supply line disconnected.

 

 

13

Prepare a water scavenging mixture comprising a mixture of 3% isopropyl alcohol to 97% AVGAS. The volume required will be at least 10 % of the aircraft’s maximum fuel capacity.

 

 

14

Add to each tank a quantity of water scavenging mixture of not less than 10 % of that tank’s capacity.

 

 

15

Flow the water scavenging mixture from each tank through the fuel distribution system, collecting the mixture from the disconnected firewall to engine fuel supply line while activating all fuel system valves (including cross-feeds). Aircraft fuel pumps may be used for this purpose.

Note: This waste must be disposed of in a manner which is consistent with the regulations of the environmental protection authority in your State or Territory.

Ensure that all water is removed from the aircraft fuel tank vent systems and that the vent systems are functioning correctly.

 

 

17

Operate all fuel distribution selector valves, including cross-feed and firewall shut-off valves, checking for evidence of restriction of movement.

 

 

18

Enter the following statement on the aircraft maintenance release:

“Prior to exceeding 25 hours time in service, 50 hours time in service and 75 hours time in service; operate all fuel distribution selector valves, including cross-feed and firewall shut-off valves. Check for evidence of restriction of movement.”

 

 

19

Remove all fuel distribution pumps, fuel boost pumps, fuel quantity transmitters and fuel filters. Disassemble and inspect for EDA contamination, corrosion and capability of function.

Remove all sintered filter elements from service and scrap.

Remove float bowl and remove the float, needle and seat.

 

 

23a (ii)

Inspect for EDA contamination.

 

 

23a (iii)

Clean in hot soapy water.

 

 

23a (iv)

Inspect brass floats using 10x magnification for evidence of corrosion and cracking.

 

 

23a (v)

Clean all parts with an approved carburettor cleaner.

 

 

23a (vi)

Reassemble carburettor.

Fuel injection systems:

Remove all fuel injection components and forward to an organisation approved to maintain engine fuel components.

 

 

25

Remove engine driven fuel pumps and forward to an organisation approved to maintain engine fuel components.

Reassemble the aircraft.

 

 

27

Fuel the aircraft to maximum capacity, blending isopropyl alcohol with the AVGAS during refuelling in quantities not exceeding 1% of the maximum tank capacity.

Carry out a fuel system leak check.

 

 

29

Carry out an engine functional test ground run with the cowlings installed, including a maximum power check not exceeding 3 minutes in duration.

 

 

30

Allow the aircraft to stand for a minimum of one hour and then carry out a water drain check at all fuel system sumps and water drains, including the gascolator (if applicable).

Taxi the aircraft for a period of not less than 10 minutes, conducting manoeuvres including 180 degree turns in both directions.

Allow the aircraft to stand for a minimum of one hour and then carry out a water drain check at all fuel system sumps and water drains, including the gascolator (if applicable).

A 15 minute flight test, operating crew only, within the aerodrome circuit area for the purpose of moving water residue (possibly still present within the fuel tanks) to sump drains is to be carried out.

 

 

34

Allow the aircraft to stand for a minimum of one hour, and then carry out a water drain check at all fuel system sumps and water drains, including the gascolator (if applicable).

 

 

35

Inspect all aircraft fuel system and engine fuel system filters detailed in the aircraft manufacturer’s periodic inspection schedule for physical evidence of contamination.

 

 

36

Enter the following statement on the aircraft’s maintenance release:

“The aircraft fuel system has been flushed with water. Exercise extra vigilance when testing for the presence of water in accordance with CAO 20.2 Subsection 5.1”
