SCHEDULE OF AIRWORTHINESS DIRECTIVES

GAF N22 and N24 Series Aeroplanes

AD/GAF-N22/71 Landing Gear 4/95 DM

Applicability: All Model N22 series and N24 series aircraft.

Requirement: Action in accordance with the requirements of ASTA Service Bulletin ANMD-32-20. Compliance:               Unless previously accomplished prior to 1 March 1995.

Background: Operational limitations imposed by AD/GAF-N22/69 have the effect that the landing gear “UP” warning system will not provide adequate gear “UP” warning for the 10 degree landing flap configuration.

Overview

The Civil Aviation Regulations 1998, enacted by the Parliament of Australia, serve to ensure the safety and regulation of civil aviation within the country. One of the components of these regulations is the requirement for Airworthiness Directives (ADs) to be issued to address specific safety issues in aircraft operations. The ADs are designed to mitigate safety risks and ensure compliance with safety standards. AD/GAF-N22/71, issued under Part 39 - 105, pertains to the GAF N22 and N24 series aeroplanes, addressing the problem of inadequate landing gear “UP” warning systems for certain configurations, specifically the 10-degree landing flap configuration. The directive aims to ensure that all affected aircraft are modified in accordance with the requirements of ASTA Service Bulletin ANMD-32-20, unless such modifications were already completed prior to 1 March 1995. This intervention aims to maintain the airworthiness of the aircraft and enhance flight safety by ensuring pilots receive proper warnings regarding the landing gear status.

Scope and Application

The Civil Aviation Regulations 1998, as amended, under the authority of the Civil Aviation Act 1988, apply to all individuals, entities, and aircraft within the Commonwealth of Australia, including the territories. Specifically, Part 39 - 105 of the Civil Aviation Regulations pertains to airworthiness directives, which are mandatory orders issued by the Civil Aviation Safety Authority (CASA) to ensure the safety of aircraft. This part encompasses directives such as AD/GAF-N22/71, which applies to all Model N22 series and N24 series aeroplanes. The directive mandates compliance with the requirements of the ASTA Service Bulletin ANMD-32-20, particularly concerning the landing gear “UP” warning system, unless such actions were completed prior to 1 March 1995. This directive aims to rectify operational limitations highlighted in AD/GAF-N22/69, ensuring that the landing gear “UP” warning system provides adequate warning for the 10-degree landing flap configuration. The regulation does not specify any exclusions or exemptions within its scope, thus applying uniformly to all relevant aircraft within its jurisdiction. The authority of CASA to extend or restrict the application of these directives through subordinate instruments further ensures the adaptability and precision of regulatory enforcement.

Key Provisions

The Civil Aviation Regulations 1998, specifically in Part 39 - 105, detail the Civil Aviation Safety Authority's (CASA) Schedule of Airworthiness Directives for the GAF N22 and N24 series aeroplanes. The directive AD/GAF-N22/71 focuses on the landing gear and applies to all Model N22 and N24 series aircraft. It mandates compliance with the requirements of ASTA Service Bulletin ANMD-32-20. This action is required unless the specified compliance was completed before 1 March 1995. The directive addresses operational limitations previously imposed by AD/GAF-N22/69, which resulted in inadequate warning for the landing gear being in the "UP" position when the aircraft was configured with a 10-degree landing flap setting. The obligations imposed by AD/GAF-N22/71 require aircraft operators and owners to ensure that the landing gear "UP" warning system functions correctly, particularly for aircraft configured with a 10-degree landing flap setting. This involves implementing the actions outlined in ASTA Service Bulletin ANMD-32-20, ensuring that the warning system provides adequate indication when the landing gear is not fully down and locked. Operators must verify that the necessary modifications or checks are completed to meet these requirements, thereby maintaining the airworthiness of their aircraft in compliance with CASA standards. Failure to comply with AD/GAF-N22/71 can result in significant consequences. CASA enforces these directives to ensure safety and operational standards are met, and non-compliance may lead to enforcement actions. While specific penalties are not detailed in the directive, CASA can impose administrative penalties under the Civil Aviation Act 1988, which may include fines and other regulatory actions. The seriousness of the directive underscores the importance of adhering to the specified requirements to avoid any adverse impact on flight safety and regulatory compliance.
