and B-145.
Requirement: 1. Inspect the fuel tank baffles at wing STAs 42, 54 and 75 through the hand holds in bottom of integral fuel tanks. If baffles are riveted to stiffeners no further action is required.
2. If baffle stiffeners are attached by spot welds reinspect as per repetitive inspection compliance.
3. Replace any cracked baffles with riveted baffles.
Note 1. Replacement of spotwelded baffles with riveted baffles is termination action for inspection.
Note 2. FAA AD 49-16-1 refers.
Compliance: 1. Before issue of Certificate of Airworthiness.
2. Reinspect spot welded baffles at intervals not exceeding 100 hours time in service.
Overview
The Civil Aviation Regulations 1998, specifically Part 39 - 105, was enacted to ensure that all civil aircraft meet safety standards before being issued a Certificate of Airworthiness. This regulation was introduced to address the need for standardised airworthiness directives across the aviation industry, ensuring consistent safety measures are applied to all aircraft operating in Australian airspace. The regulations are overseen by the Civil Aviation Safety Authority (CASA) and are part of a broader legislative framework aimed at protecting public safety in civil aviation. The policy objective of these regulations is to ensure that aircraft are maintained and operated in a manner that minimises risk to the public and enhances overall aviation safety.
The legislative instrument F2006B10119 pertains to the Grumman G21 (Goose) Series Aeroplanes, specifically focusing on fuel tank baffles. This directive mandates an inspection of the fuel tank baffles and requires specific actions if any defects are found, such as replacing cracked baffles with riveted ones. Compliance with these directives is mandatory before the issue of a Certificate of Airworthiness, and further reinspections are required at intervals not exceeding 100 hours of service time for spot-welded baffles. The regulations ensure that any issues with the fuel tank baffles are identified and rectified, thereby maintaining the airworthiness and safety of the aircraft.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, addresses the safety of aircraft through Airworthiness Directives, including the inspection of fuel tank baffles for Grumman G21 (Goose) Series Aeroplanes. This directive applies to all model G21A aircraft with specific serial numbers listed, necessitating inspections and potentially replacements of fuel tank baffles. The inspection involves checking baffles at designated stations through hand holds and ensuring that any baffles riveted to stiffeners remain as is, while those attached by spot welds must be reinspected at intervals not exceeding 100 hours in service. The directive requires compliance before issuing a Certificate of Airworthiness and mandates the replacement of any cracked baffles with riveted baffles, which terminates the inspection requirement. This regulation is a Commonwealth measure, ensuring that specified aircraft meet essential safety standards before they can be certified as airworthy.
Key Provisions
The Civil Aviation Regulations 1998, particularly Part 39, section 105, address the requirements for airworthiness directives concerning specific aircraft models, in this instance, the Grumman G21 (Goose) Series Aeroplanes. The regulation mandates that specific models of the Grumman G21A series, identified by particular serial numbers, must adhere to certain safety directives. Section 1 of the directive (AD/G21/5) requires an inspection of the fuel tank baffles at specific wing stations to ensure they are securely fastened. If the baffles are found to be riveted to the stiffeners, no further action is required. However, if the baffles are attached by spot welds, they must be reinspected in compliance with repetitive inspection requirements. Additionally, if any baffles are cracked, they must be replaced with riveted baffles. Notably, replacing spot-welded baffles with riveted baffles is considered a termination action for the inspection process.
Under the Civil Aviation Regulations, entities such as aircraft manufacturers, operators, and maintenance providers are obligated to ensure that the specified Grumman G21A aircraft models meet the airworthiness standards outlined in the regulation. This includes conducting the necessary inspections and any required maintenance or replacement actions as directed. The regulations mandate that these inspections must be completed before the issue of a Certificate of Airworthiness, ensuring that the aircraft is safe for operation. Additionally, for aircraft with baffles attached by spot welds, these must be reinspected at intervals not exceeding 100 hours of service time, ensuring ongoing compliance with airworthiness standards.
Failure to comply with the airworthiness directives set out in the Civil Aviation Regulations can lead to significant legal and operational consequences. While the specific penalties are not detailed within the provided text, non-compliance with airworthiness regulations generally can result in serious penalties under Australian law. These may include fines, suspension or revocation of air operator certificates, and potential criminal charges if the non-compliance leads to safety incidents or accidents. Additionally, the Civil Aviation Safety Authority has the authority to take enforcement actions against entities that fail to meet the mandated safety standards, which can further impact the operational capabilities and reputation of the offending party.
