Overview

The Civil Aviation Regulations 1998, specifically Part 39, contains Airworthiness Directives which address various safety issues for aircraft. One such directive, AD/F50/7, pertains to Fokker F50 (F27 Mk 50) series aeroplanes and is aimed at mitigating the risk of freezing in the cable systems at high altitudes. This risk has been associated with environmental factors such as rain, high humidity, and low outside air temperature. The policy objective of AD/F50/7 is to ensure the installation of a dorsal fin gutter to prevent the ingress of rainwater, thereby avoiding the freezing of cable systems. This legislative instrument was enacted by the Commonwealth of Australia, with compliance required prior to 31 March 1989, as referenced in RLD AD 88-85. The Airworthiness Directives are crucial in maintaining the safety standards of civil aviation, ensuring that specific models of aircraft meet the necessary safety requirements. AD/F50/7 is one such directive that targets the Fokker F50 series, requiring aircraft within specified serial numbers to adhere to Fokker Service Bulletin F50-53-003. The directive was introduced to fill a gap in safety protocols identified through operational experience and environmental factors that could potentially compromise the integrity of critical systems in these aircraft. The enforcement of such directives by the Civil Aviation Safety Authority is instrumental in preventing incidents that could arise from the identified hazards.

Scope and Application

The Civil Aviation Regulations 1998, specifically PART 39 - 105, addresses the application of airworthiness directives concerning Fokker F50 (F27 Mk 50) series aeroplanes, with a particular focus on the dorsal fin gutter as outlined in AD/F50/7. This legislation applies to specific Fokker F50 aircraft, namely those with serial numbers ranging from F27-050 S/Nos 20103 to 20108 and 20110 to 20144. These regulations mandate compliance with Fokker Service Bulletin F50-53-003, which includes the installation of a gutter to prevent ingress of rainwater that could freeze and affect cable systems at high altitudes. Compliance with this directive is required before 31 March 1989. The jurisdictional reach of these regulations is governed by the Commonwealth of Australia, ensuring consistent safety standards across all applicable aircraft within its purview.

Key Provisions

The Civil Aviation Regulations 1998, under Part 39 - 105, includes a schedule of airworthiness directives that govern the maintenance and safety standards of specific aircraft models. For instance, AD/F50/7 pertains specifically to Fokker F50 (F27 Mk 50) series aeroplanes. This directive applies to Fokker F50 aircraft with serial numbers ranging from 20103 to 20108 and 20110 to 20144 (section 39-105). The requirement outlined in this directive is that these aircraft must undergo action in accordance with Fokker Service Bulletin F50-53-003. This service bulletin provides detailed instructions on how to address the issue of freezing cable systems at high altitudes, which have been linked to rain, high humidity, and low outside air temperature (OAT). Compliance with this directive is crucial, with a compliance deadline set prior to 31 March 1998. Under the Civil Aviation Regulations 1998, the obligations imposed on the operators of Fokker F50 (F27 Mk 50) series aeroplanes are stringent. Operators must ensure that their aircraft meet the specifications outlined in Fokker Service Bulletin F50-53-003, which includes the installation of a dorsal fin gutter to prevent the ingress of rainwater into the cable systems. This requirement is essential to prevent the freezing of cable systems, which can compromise the safety and operational integrity of the aircraft (section 39-105). Operators must also refer to RLD AD 88-85 for additional context and guidance on the implementation of these measures. The Civil Aviation Regulations 1998 also outline the potential consequences for non-compliance with airworthiness directives. Failure to comply with AD/F50/7 by the specified deadline could result in significant penalties. While the specific penalties are not detailed in the legislative instrument, non-compliance with airworthiness directives generally carries severe consequences, including potential grounding of the aircraft, fines, and legal action against the operators. The severity of the penalties reflects the critical importance of adhering to these directives to ensure the safety and airworthiness of the aircraft (section 39-105).
