COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
Fokker F50 (F27 Mk 50) Series Aeroplanes
AD/F50/60
Amdt 1
Bottom Hinged Cowl Door 7/93
Applicability: Model F27 Mk.050 with serial numbers 20103 through 20265. Requirement: Action in accordance with Fokker Service Bulletin F50-71-035 Revision 1.
Note: RLD AD 93-032/2 (A) refers.
Compliance: Within 650 hours time in service after 29 April 1993 or prior to 1 September 1993, whichever occurs first.
The compliance time of this Directive remains unchanged. This Amendment is effective from 24 June 1993.
Background: Reports have been received of fluid accumulating in the aft section of the engine bottom hinged cowl door. The introduction of a drain hole in the affected cowl door will prevent the accumulation of possibly flammable fluids.
Amendment 1 is issued in response to a revision of the Requirement Document which requires a new (different) drain hole location.
Overview
The Civil Aviation Regulations 1998, enacted by the Commonwealth of Australia, serve to regulate and ensure the safety and efficiency of civil aviation operations within the country. One of the key components of this regulation is Part 39, which includes specific airworthiness directives to maintain the safety standards of various aircraft models. For instance, Amendment 1 to Airworthiness Directive AD/F50/60 concerning Fokker F50 (F27 Mk 50) series aeroplanes was introduced to address a specific safety issue identified in the model F27 Mk.050, serial numbers 20103 through 20265. This amendment was issued to rectify a problem where fluid was accumulating in the aft section of the engine bottom hinged cowl door, which could potentially lead to flammable conditions. The policy objective was to prevent such accumulation by introducing a new drain hole location as specified in Fokker Service Bulletin F50-71-035 Revision 1, ensuring that compliance is achieved within a defined timeframe to maintain airworthiness.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, pertains to the Civil Aviation Safety Authority's (CASA) Schedule of Airworthiness Directives for the Fokker F50 (F27 Mk 50) series aeroplanes. This legislation applies to Fokker F50 aircraft with serial numbers ranging from 20103 to 20265. The directive mandates that these aircraft must comply with Fokker Service Bulletin F50-71-035 Revision 1, which includes implementing action to prevent the accumulation of potentially flammable fluids in the aft section of the engine bottom hinged cowl door by installing a drain hole at a specific location. This compliance must be achieved within 650 hours of time in service after 29 April 1993 or before 1 September 1993, whichever comes first. The amendment to the directive, effective from 24 June 1993, addresses a revision in the requirement document that specifies a new location for the drain hole. This regulation is integral for maintaining the airworthiness of the specified Fokker F50 aircraft models within the Commonwealth of Australia.
Key Provisions
The Civil Aviation Regulations 1998, specifically under Part 39 - 105, include a Schedule of Airworthiness Directives for Fokker F50 (F27 Mk 50) Series Aeroplanes. The relevant section here is AD/F50/60 Amendment 1, which pertains to the "Bottom Hinged Cowl Door" (Section 7/93). This directive applies to the Fokker F27 Mk.050 series with serial numbers ranging from 20103 through 20265. The primary requirement is that the action be carried out in accordance with Fokker Service Bulletin F50-71-035 Revision 1, and it references RLD AD 93-032/2 (A).
The directive mandates that the specified action be taken within 650 hours of time in service after 29 April 1993 or before 1 September 1993, whichever comes first. It is important to note that the compliance time for this directive remains unchanged. The Amendment was issued effective from 24 June 1993, following reports of fluid accumulation in the aft section of the engine bottom hinged cowl door. The introduction of a drain hole in the affected cowl door is intended to prevent the accumulation of potentially flammable fluids.
Entities governed by this Act must ensure that the required modifications are completed within the specified timeframe. This includes reviewing the Fokker Service Bulletin F50-71-035 Revision 1 and implementing the changes as outlined. Failure to comply with this directive may result in the aircraft not meeting the necessary safety standards, potentially leading to operational restrictions or grounding until compliance is achieved.
Breaching the provisions of this Airworthiness Directive could result in serious consequences. The Civil Aviation Safety Authority may take enforcement actions against operators who fail to comply with the mandated requirements. While specific penalties are not detailed in this directive, non-compliance can lead to enforcement actions under the broader Civil Aviation Act 1988, which includes fines and potential suspension or revocation of air operator certificates. Additionally, there may be implications for the safety and airworthiness of the aircraft, which could result in criminal charges if the non-compliance leads to an aviation accident or incident.
