Overview

The Civil Aviation Regulations 1998, enacted by the Commonwealth of Australia and overseen by the Civil Aviation Safety Authority, establish comprehensive standards to ensure the safety and reliability of aviation operations within the country. Specifically, Part 39 - 105 of these regulations includes an Airworthiness Directive (AD) for Fokker F50 (F27 Mk 50) Series Aeroplanes, AD/F50/4, addressing the issue of bonding faults in the fire sensing element (fire wire). The directive was introduced to mitigate the risk of undetected unserviceabilities that could compromise the aircraft's safety. Compliance with this directive is mandatory for all specified aircraft serial numbers, ensuring adherence to Fokker Service Bulletin F50-26-003 and Dutch AD BLA 88-46, with a compliance deadline set prior to 26 February 1989. The overarching policy objective is to maintain the highest standards of airworthiness and passenger safety in Australian airspace.

Scope and Application

The Civil Aviation Regulations 1998, specifically Part 39 - 105 concerning the Civil Aviation Safety Authority's Schedule of Airworthiness Directives, applies to Fokker F50 (F27 Mk 50) series aeroplanes with particular serial numbers ranging from 20103 to 20108, and 20110 to 20123 inclusive. The regulation mandates adherence to Fokker Service Bulletin F50-26-003, which addresses the bonding of the fire sensing element, also known as the fire wire, to prevent undetected unserviceabilities that could compromise safety. This directive is a direct response to Fokker's advisory on potential faults arising from improper bonding of the fire wire, and it also references Dutch AD BLA 88-46. Compliance with these directives is required prior to 26 February 1989. The regulation’s application is national, overseen by the Civil Aviation Safety Authority, ensuring that all affected aircraft meet the specified safety standards to maintain airworthiness.

Key Provisions

The Civil Aviation Regulations 1998, specifically Part 39, Section 105, addresses the airworthiness directives for certain aircraft types, including Fokker F50 (F27 Mk 50) series aeroplanes. Under this regulation, Airworthiness Directive (AD) F50/4 mandates that all F27 MK 050 aircraft within the serial number range of 20103 to 20108, and 20110 to 20123 inclusive, must comply with Fokker Service Bulletin F50-26-003. This directive was issued due to concerns about undetected unserviceabilities of the fire sensing element (fire wire) resulting from faulty bonding. The directive references the Dutch AD BLA 88-46 for additional context, and compliance was required before 26 February 1989. The main obligation under AD/F50/4 is that the specified Fokker F50 series aircraft must undergo the corrective action outlined in Fokker Service Bulletin F50-26-003. This involves ensuring that the fire sensing element (fire wire) is properly bonded to prevent any undetected unserviceabilities that could compromise the aircraft's safety. The requirement is clear and direct, focusing on the maintenance and inspection of the fire wire bonding to mitigate potential fire risks. Breaching the provisions of AD/F50/4 can have serious consequences. While the specific penalties are not detailed within the text of the directive itself, non-compliance with airworthiness directives under the Civil Aviation Regulations 1998 can lead to enforcement actions by the Civil Aviation Safety Authority (CASA). Such actions could include fines, suspension or revocation of airworthiness certificates, and other regulatory sanctions. The severity of these penalties underscores the importance of adhering to the directive to ensure the safety and airworthiness of the affected aircraft. Given the potential safety implications of undetected unserviceabilities in the fire sensing element, operators of the specified Fokker F50 series aircraft must ensure strict compliance with AD/F50/4. This includes conducting the necessary inspections and corrective actions as outlined in Fokker Service Bulletin F50-26-003 and verifying that all bonding of the fire wire is correctly performed. Failure to comply not only risks significant penalties but also endangers the safety of passengers, crew, and the general public, making adherence to this directive a critical aspect of aviation safety.
