Background: This Directive has been issued to reflect the requirements of Netherlands Airworthiness Directive BLA nr. 88.37. The Directive requires amendment to the Aircraft Flight Manual and the Master Minimum Equipment List. The amendments are required to prevent power loss in heavy rain and icing conditions.
Overview
The Civil Aviation Regulations 1998, specifically within Part 39, addresses various aspects of aircraft maintenance and operation, including issuing Airworthiness Directives to ensure safety. One such directive, AD/F50/2, pertains to Fokker F50 (F27 Mk 50) series aeroplanes and was enacted to address the need for amendments to the Aircraft Flight Manual and the Minimum Equipment List. This directive was issued in response to the Netherlands Airworthiness Directive BLA nr. 88.37, aiming to prevent power loss under heavy rain and icing conditions. The Civil Aviation Safety Authority, acting under the authority of the Australian Government, issued this directive to ensure compliance with safety standards, thereby safeguarding aircraft operations and passenger safety.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, applies to Fokker F50 (F27 Mk 50) series aeroplanes with serial numbers falling between 20103 to 20108 inclusive, and 20110 to 20120 inclusive. This legislation mandates that the Aircraft Flight Manual (AFM) must incorporate the RLD approved amendment AFM/50-081 dated May 09/88 concerning sections 2.09.01, 5.00.00, 5.02.01, and 5.05.01. Additionally, it stipulates that an aircraft cannot be dispatched if the Total Air Temperature (TAT) indication is inoperative unless both the engine anti-icing system and the ignition system are operational and activated during visible moisture conditions. The Master Minimum Equipment List must also be amended accordingly. Compliance with these amendments must be achieved prior to 25 June 1988 for certain sections, with the directive becoming effective from 25 June 1988, and the final compliance for the Master Minimum Equipment List amendments due before 9 July 1988. The legislation reflects the requirements of Netherlands Airworthiness Directive BLA nr. 88.37, aiming to prevent power loss in heavy rain and icing conditions.
Key Provisions
The key operative sections of this Airworthiness Directive (AD/F50/2) mandate specific amendments to the Aircraft Flight Manual (AFM) and the Master Minimum Equipment List (MMEL) for Fokker F50 aircraft serial numbers 20103 to 20108 and 20110 to 20120 (section 1). Section 1(1) requires the AFM to be updated with RLD approved amendment AFM/50-081, dated May 1988, which addresses sections 2.09.01, 5.00.00, 5.02.01, and 5.05.01. Section 1(2) stipulates that aircraft cannot be dispatched if the Total Air Temperature (TAT) indication is inoperative, unless both the engine anti-icing system and the ignition system are operational and switched on when operating in visible moisture. Section 1(3) mandates the amendment of the MMEL on AIA 34 page 2, version 01, issue 003. Compliance deadlines are specified, with the AFM amendment required before 25 June 1988, the operational requirement effective from 25 June 1988, and the MMEL amendment required before 9 July 1988.
The obligations imposed by this directive are clear and precise. Operators of Fokker F50 aircraft within the specified serial numbers must ensure the AFM is updated as per the approved amendment AFM/50-081, which includes detailed changes to certain sections of the manual. Additionally, operators are required to verify that the TAT indication is operational before dispatching the aircraft, or ensure that both the engine anti-icing system and the ignition system are operational and switched on in visible moisture if the TAT indication is inoperative. The MMEL must also be updated according to the specified amendment. These obligations are intended to enhance safety by preventing power loss in adverse weather conditions.
The Airworthiness Directive does not explicitly detail offences, penalties, or specific consequences for non-compliance. However, under the broader framework of the Civil Aviation Regulations 1998, non-compliance with airworthiness directives can result in serious safety risks and potential enforcement actions. Operators found to be in breach of these requirements may face penalties, including fines, operational restrictions, or other regulatory actions that could impact the safety and airworthiness of the aircraft. The seriousness of non-compliance is underscored by the potential for significant safety implications, particularly in adverse weather conditions.
