COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
Fokker F28 Series Aeroplanes
AD/F28/56 Instrument Panel Lights Ballast Transformers 9/88
Applicability: All models S/No’s 11003 to 11231 inclusive, 11991 and 11992.
Requirement: Relocate instrument panel light ballast transformers in accordance with Fokker Service Bulletin F28/33-34 dated 1 June 1988 or later.
Note: RLD AD 88-31 also refer.
Compliance: Prior to 8 March 1989.
Background: The instrument panel lighting ballast transformers are prone to overheating and subsequent failure with the emission of smoke in front of the pilots. To prevent this, the transformers are moved to the LH cockpit sidewall to improve ventilation.
Overview
The Civil Aviation Regulations 1998, enacted by the Parliament of Australia, govern various aspects of civil aviation to ensure safety and efficiency. Within this comprehensive regulatory framework, Part 39 - 105 Civil Aviation Safety Authority Schedule of Airworthiness Directives addresses specific safety issues related to aircraft operation. This legislative instrument focuses on Fokker F28 Series Aeroplanes, specifically addressing the potential overheating and smoke emission issues caused by the instrument panel lighting ballast transformers. The policy objective is to enhance flight safety by relocating these transformers to improve ventilation and prevent failures that could distract pilots.
The Civil Aviation Safety Authority issued Airworthiness Directive AD/F28/56, requiring owners and operators of Fokker F28 Series Aeroplanes with serial numbers between 11003 and 11231, as well as 11991 and 11992, to relocate the ballast transformers as per Fokker Service Bulletin F28/33-34 dated 1 June 1988 or later. Compliance with this directive was mandatory before 8 March 1989. This directive aims to mitigate the risk of smoke emission in the cockpit by improving the cooling and operational safety of the lighting system.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, pertain to the Civil Aviation Safety Authority’s Schedule of Airworthiness Directives, which encompasses directives for ensuring the safety of aircraft operations within Australia. This particular Airworthiness Directive AD/F28/56 applies to Fokker F28 Series Aeroplanes with serial numbers ranging from 11003 to 11231 inclusive, and specifically to serial numbers 11991 and 11992. The directive mandates the relocation of the instrument panel light ballast transformers in accordance with Fokker Service Bulletin F28/33-34 dated 1 June 1988 or later. This requirement was established to address the issue of overheating and potential failure of the ballast transformers, which can emit smoke and obstruct the pilots' view. Compliance with this directive is mandatory and must be achieved prior to 8 March 1989. It is important to note that this directive is applicable nationwide, enforcing safety standards across the Commonwealth of Australia.
Key Provisions
The Civil Aviation Regulations 1998, particularly Part 39 - 105, includes an Airworthiness Directive (AD) concerning Fokker F28 Series Aeroplanes, specifically AD/F28/56. This directive applies to all Fokker F28 aircraft with serial numbers between 11003 to 11231 inclusive, as well as 11991 and 11992. The directive mandates the relocation of instrument panel light ballast transformers (Section 39 - 105). This action is required to be carried out in accordance with Fokker Service Bulletin F28/33-34 dated 1 June 1988 or any subsequent versions (Section 39 - 105). This directive is intended to address the issue of overheating and subsequent failure of the ballast transformers, which can emit smoke in front of the pilots, thereby posing a safety risk.
The Civil Aviation Regulations impose specific obligations on the parties involved, primarily focusing on ensuring the safety and airworthiness of the affected Fokker F28 aircraft. Operators of these aircraft must ensure that the relocation of the instrument panel light ballast transformers is completed prior to 8 March 1989 (Section 39 - 105). This directive aims to prevent the potential hazards associated with the overheating of the ballast transformers, which can lead to smoke emission and obstruct the pilots' vision. Compliance with this directive is critical to maintaining the safety standards required by the Civil Aviation Safety Authority.
Failure to comply with the requirements outlined in AD/F28/56 could result in severe consequences. The Civil Aviation Regulations provide for both civil and criminal penalties for non-compliance. The specific penalties for breaching these regulations can include fines and potential imprisonment, depending on the severity of the breach. The exact penalties are determined based on the specific provisions of the Civil Aviation Act 1988 and associated regulations, but they are intended to enforce strict adherence to the safety directives issued by the Civil Aviation Safety Authority. It is imperative for operators to ensure full compliance to avoid these serious repercussions.
