Godfrey Engine Driven Cabin Supercharger Drive Quill Shaft - Modification

1/70

Applicability: All models.

Requirement: Modify the cabin supercharger drive quill shafts as follows:

Rework the shear neck diameter to a reduced outside diameter of 0.380+0/-0.003 inches and ensure shear neck radius is 0.375 inches and surface finish is retained at 32 micro inches RMS.

Note: As an alternative to retaining a surface finish of 32 micro inches RMS, it is acceptable to evenly shot peen the reworked surface by an approved method for the purposes of improving fatigue characteristics of the quill.

Compliance: Before 23 January 1970.

Overview

The Civil Aviation Regulations 1998, as amended, include specific airworthiness directives under Part 39, addressing various safety issues for different aircraft models. One such directive is AD/F27/62 Amendment 2, which was introduced to tackle a particular safety concern with Fokker F27 Series aeroplanes. This amendment, enacted by the Civil Aviation Safety Authority, targets the modification of the Godfrey engine driven cabin supercharger drive quill shafts. The primary objective of this directive is to enhance the safety and reliability of the aircraft by ensuring the specified modifications are completed to prevent potential failures and associated risks. Compliance with this directive is mandatory, with a specific deadline to ensure all Fokker F27 Series aeroplanes meet the updated safety standards.

Scope and Application

The Civil Aviation Regulations 1998, specifically Part 39 – 105 concerning the Civil Aviation Safety Authority Schedule of Airworthiness Directives, applies to all Fokker F27 Series Aeroplanes. This legislation mandates a modification to the cabin supercharger drive quill shaft, as outlined in AD/F27/62 Amendment 2. The requirement involves reworking the shear neck diameter to ensure it meets a reduced outside diameter of 0.380+0/-0.003 inches, with a shear neck radius of 0.375 inches, and retaining a surface finish of 32 micro inches RMS. Alternatively, the surface can be evenly shot peened by an approved method to enhance fatigue characteristics. Compliance with these modifications is mandatory, with a deadline set before 23 January 1970. The regulations are applicable across the Commonwealth of Australia and extend to all entities and operators of Fokker F27 Series Aeroplanes within the jurisdiction. No specific exclusions or exemptions are noted in the directive, and compliance is enforced through the Civil Aviation Safety Authority.

Key Provisions

The Civil Aviation Regulations 1998, specifically under Part 39 - 105 and the Schedule of Airworthiness Directives, include a provision (AD/F27/62 Amendment 2) that mandates modifications to the Fokker F27 Series Aeroplanes. This directive applies to all models of the Fokker F27 series and requires the modification of the cabin supercharger drive quill shafts (Section 1). The modification involves reworking the shear neck diameter to an outside diameter of 0.380+0/-0.003 inches, ensuring the shear neck radius is 0.375 inches, and maintaining a surface finish of 32 micro inches RMS (Section 1). An alternative to retaining the specific surface finish is to shot peen the reworked surface by an approved method, which can improve the fatigue characteristics of the quill shaft (Section 1). This Act imposes clear obligations on the parties or entities governed by it, particularly those who operate the Fokker F27 Series Aeroplanes. They are required to ensure that the cabin supercharger drive quill shaft modifications are carried out as specified by the directive before a specified compliance date of 23 January 1970 (Section 1). This means that any operator of the Fokker F27 must adhere to the technical specifications outlined in the directive to maintain the airworthiness of their aircraft. Failure to comply with the provisions of this directive may result in significant consequences. While the Civil Aviation Regulations do not explicitly state the penalties for non-compliance within this specific directive, non-compliance with airworthiness directives in general can lead to enforcement actions by the Civil Aviation Safety Authority (CASA). Such actions may include fines, suspension or revocation of airworthiness certificates, and other regulatory sanctions. These measures are in place to ensure the safety and compliance of aircraft operations within Australia.
