AIRWORTHINESS DIRECTIVE


For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability:

 

Requirement:

Model F.28 Mk.0070 and Mk.0100 aeroplanes.

 

Amend the Aircraft Flight Manual (AFM) as follows:

 

 

  1. Add the following to Section 1 - LIMITATIONS, sub-section MISCELLANEOUS LIMITATIONS:

 

FLIGHT CONTROLS

 

NORMAL OPERATION OF LIFTDUMPERS:

 

- Do not arm the liftdumper system before landing gear is down and locked.

 

b.   Add the following to Section 5 - NORMAL PROCEDURES, sub-section APPROACH AND LANDING, after the subject APPROACH:

 

BEFORE LANDING

 

WARNING: DO NOT ARM THE LIFT DUMPER SYSTEM BEFORE LANDING GEAR IS DOWN AND LOCKED

 

The AFM amendment required by this Directive may be accomplished by inserting a copy of this Directive in the AFM.

 

Note 1: Fokker 70/100 All Operator Message No AOF100.071 and Manual Change Notification - Operational Documentation (MNCO) F100-011 Revision 1, both dated 10 February 2000 pertain to this Directive.

 

Note 2: Netherlands RLD AD 1998-042/2 (A) refers.

 

Compliance: Before further flight after the effective date of this Directive.

 

This Airworthiness Directive becomes effective on 12 April 2000.

SCHEDULE OF AIRWORTHINESS DIRECTIVES

 

 

 

Background: The Netherlands Rijksluchtvaartdienst (RLD) has received reports of inflight deployment of liftdumpers, this resulted in the issue of three separate Dutch airworthiness directives. CASA responded by issuing AD/F100/33 and AD/F100/38. Since then the RLD has received another report of inflight liftdumper deployment.

 

This Directive introduces an AFM amendment to ensure flight crew do not arm the liftdumpers before the landing gear is down and locked. The RLD anticipates that following further investigation, additional rulemaking action may be necessary.
