COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
Fokker F100 (F28 Mk 100) Series Aeroplanes
AD/F100/29 Cabin Decompression Panels 4/99
Applicability: F.28 Mk.0100, serial numbers 11244 through 11504, 11506, 11507, 11509, 11512
through 11515, 11517, 11519, 11520, 11522, 11523 and 11527.
Requirement: Modify the aircraft by installing additional decompression panels in accordance with the applicable Appendix to Fokker Service Bulletin (SB) F100-25-082 Revision 1.
Modify the affected aircraft equipped with an aft Service/Emergency door by installing additional decompression panels in the Aft Cabin Wardrobe/Stowage area in accordance with Fokker SB F100-25-083.
Note: RLD BLA 1998-065(A) refers.
Compliance: Prior to 1 August, 2000.
This Airworthiness Directive becomes effective on 22 April 1999.
Background: Sufficient blow-out panels are required to be installed to reduce the pressure differential over the cabin floor in case of sudden cargo compartment decompression. It has been established that, with the number of decompression panels currently installed in the cabin compartment of F.28 Mk.0100 aircraft, compliance with JAR 25.365(e) cannot satisfactorily be demonstrated for the rear cabin area.
Overview
The Civil Aviation Regulations 1998, which were enacted in 1998 by the Commonwealth Parliament, aim to ensure the safety and efficiency of civil aviation in Australia. Specifically, Part 39 - 105 of the regulations addresses Airworthiness Directives, which are mandatory orders issued by the Civil Aviation Safety Authority (CASA) to maintain the airworthiness of aircraft. AD/F100/29 is one such directive, focusing on Fokker F100 (F28 Mk 100) series aeroplanes, aiming to address a safety gap identified in the cabin decompression system of certain aircraft models. The policy objective is to ensure that sufficient decompression panels are installed to adequately manage pressure differentials in the cabin in the event of a sudden decompression, thus enhancing passenger safety.
The Airworthiness Directive AD/F100/29, effective from 22 April 1999, mandates modifications to specific Fokker F100 series aircraft to install additional decompression panels to meet safety standards. This requirement applies to aircraft with serial numbers within a specified range and involves installing new panels in accordance with Fokker Service Bulletins. Compliance with this directive was required by 1 August 2000, underscoring the importance of timely implementation to maintain compliance with airworthiness standards. The directive aims to mitigate risks associated with cabin pressure differentials, ensuring that these aircraft remain safe for operation.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, mandates the installation of additional decompression panels for Fokker F100 (F28 Mk 100) series aeroplanes, serial numbers ranging from 11244 to 11504, 11506, 11507, 11509, 11512 through 11515, 11517, 11519, 11520, 11522, 11523, and 11527. The directive applies to these specific aircraft to ensure compliance with airworthiness standards, addressing the issue of cabin pressure differential in the event of a sudden decompression. Compliance with this directive is mandatory and must be achieved prior to 1 August 2000, with the directive itself becoming effective on 22 April 1999. The installation of additional decompression panels, as outlined in Fokker Service Bulletins F100-25-082 Revision 1 and F100-25-083, is essential to meet the regulatory requirements and ensure the safety of the aircraft and its occupants.
Key Provisions
The main operative sections of the Civil Aviation Regulations 1998, specifically AD/F100/29, pertain to the installation of additional decompression panels on Fokker F100 (F28 Mk 100) series aeroplanes. Section (4/99) outlines the applicability of this directive to specific serial numbers of the aircraft, and Section (Requirement) mandates that modifications be made to the aircraft to install additional decompression panels. This is to ensure compliance with Fokker Service Bulletins (SB) F100-25-082 Revision 1 and F100-25-083, which detail the installation procedures. These modifications are crucial for addressing the pressure differential over the cabin floor in the event of a sudden cargo compartment decompression, ensuring the safety of the aircraft and its occupants.
The obligations imposed by this Act on the parties or entities it governs include ensuring that the specified Fokker F100 (F28 Mk 100) series aeroplanes are modified to include the additional decompression panels as required. Operators of these aircraft must adhere to the guidelines set out in the Fokker Service Bulletins to ensure compliance with safety regulations. Specifically, for aircraft equipped with an aft Service/Emergency door, additional decompression panels must be installed in the Aft Cabin Wardrobe/Stowage area. Operators are also required to complete these modifications prior to 1 August 2000, as stipulated in the directive.
Failure to comply with the requirements outlined in AD/F100/29 may result in severe consequences. The legislation imposes penalties for non-compliance, which can include both civil and criminal liabilities. The exact penalties are not specified in the text, but typically, non-compliance with airworthiness directives can lead to fines, suspension or revocation of the aircraft's certificate of airworthiness, and potential criminal charges for operators who fail to adhere to these safety standards. Such actions can also result in operational restrictions or grounding of the affected aircraft until compliance is achieved.
