COMMONWEALTH OF AUSTRALIA (Civil Aviation Regulations 1998), PART 39 - 105 CIVIL AVIATION SAFETY AUTHORITY
SCHEDULE OF AIRWORTHINESS DIRECTIVES
Extra EA-300 Series Aeroplanes
AD/EXTRA/1
Amdt 1
Applicability: All Models EA-300 aircraft.
Rudder Cable 4/93 TX
Requirement: Inspect the rudder control cables for correctly swaged Nicopress type sleeves at each end of the cable by using the appropriate "go, no-go" gauge. If a compressed sleeve does not conform to the above inspection, the cable assembly shall be replaced.
Note: EXTRA Mandatory SB 300-1-93 refers.
Compliance: Prior to further flight after 12 February 1993.
Background: A report has been received of an incident in which a loss of rudder control was implicated in an accident. Although still under investigation, it was reported that the cable had pulled through an incorrectly swaged sleeve. Amendment 1 is issued in response to the requirements of EXTRA Service Bulletin 300-1-93.
Overview
The Civil Aviation Regulations 1998, specifically Part 39 - 105, includes the Civil Aviation Safety Authority (CASA) Schedule of Airworthiness Directives, which was enacted to ensure the safety of civil aviation in Australia. The regulations were established by the Australian Government to address the need for stringent oversight and compliance with airworthiness standards. This particular legislation focuses on the EA-300 Series Aeroplanes and includes an amendment (AD/EXTRA/1 Amendment 1) concerning the rudder control cables. The directive mandates an inspection of the rudder cables for correctly swaged Nicopress type sleeves to prevent incidents such as loss of rudder control, which can lead to accidents. The policy objective is to enhance flight safety by ensuring that any identified deficiencies are rectified before further flight operations. Compliance with these airworthiness directives is required prior to further flight following the specified date, in this case, 12 February 1993.
Scope and Application
The Civil Aviation Regulations 1998, specifically Part 39 - 105, apply to all models of EA-300 aircraft, dictating mandatory safety directives to ensure airworthiness. The scope of this legislation is focused on the rudder control cables of these aircraft, requiring a detailed inspection to confirm the integrity of the Nicopress type sleeves at each end of the cable. This inspection must be conducted using an appropriate "go, no-go" gauge, with the imperative that any non-conforming compressed sleeve results in the replacement of the entire cable assembly. This directive is essential for compliance and must be adhered to before further flight after 12 February 1993, following a reported incident where loss of rudder control was implicated in an accident, attributed to a cable pulling through an incorrectly swaged sleeve. The amendment was necessitated by EXTRA Service Bulletin 300-1-93, which further emphasises the critical nature of this safety measure within the aviation industry.
Key Provisions
The Civil Aviation Regulations 1998, specifically Part 39 - 105, detail the Civil Aviation Safety Authority (CASA) Schedule of Airworthiness Directives, which govern the maintenance and operation of certain aircraft types, including the EA-300 series aeroplanes. One key directive, AD/EXTRA/1 Amendment 1, pertains to the rudder cables of these aircraft (Section 4/93 TX). This directive mandates that operators inspect the rudder control cables for correctly swaged Nicopress type sleeves at each end of the cable, using a specified "go, no-go" gauge. If an inspection reveals that the sleeve does not conform to the required specifications, the entire cable assembly must be replaced (Section 4/93 TX). This directive applies to all models within the EA-300 series and is applicable to aircraft that have not yet complied with these requirements following the date of the amendment, which is 12 February 1993.
Operators of EA-300 series aeroplanes must adhere to the compliance schedule outlined in the directive. Before further flight after 12 February 1993, they must ensure that all rudder cables have been inspected according to the directive's requirements. This involves using the appropriate gauge to check the swaged sleeves at each end of the cable, ensuring they meet the specified standards. If any deficiencies are found, the cable assembly must be replaced immediately. This requirement is crucial to maintaining the airworthiness of the aircraft and ensuring the safety of all onboard.
Failure to comply with the provisions of the AD/EXTRA/1 Amendment 1 could result in severe consequences. The safety of the aircraft is paramount, and any non-compliance could lead to significant operational risks. Civil Aviation Regulations in Australia are strictly enforced to maintain high safety standards, and any breach of these regulations can result in penalties. While specific penalties are not detailed in this directive, non-compliance can lead to aircraft being grounded, fines, or other regulatory actions. The potential for accidents due to non-compliance underscores the importance of adhering to these airworthiness directives.
The directive is rooted in a reported incident where a loss of rudder control was implicated in an accident, potentially due to an incorrectly swaged sleeve in the rudder cable. The amendment is a proactive measure in response to the requirements outlined in EXTRA Service Bulletin 300-1-93. This background information highlights the critical nature of the directive, aiming to prevent similar incidents in the future by ensuring that all rudder cables are correctly installed and maintained. By following these directives, operators can help maintain the highest standards of aviation safety.
