AD/ELECT/47 Propeller De-Ice Terminal Clamp Assembly 1/86

Applicability: B.F. Goodrich propeller de-icer terminal clamp assembly P/No 3E1883-2 fitted to Hartzell HC-B3TN and HC-B4TN series propellers.

Requirement: Inspect the terminal clamp assembly for cracks according to the requirements of B.F. Goodrich SB No E-85-71.

Compliance: Prior to issue of the next maintenance release after 31 January 1986.

Background: Overstressing of the terminal clamp assembly during maintenance may cause cracking around the attachment holes. Complete failure may lead to the separation of the terminal clamp assembly from the propeller with the possibility of striking the aircraft fuselage.

Overview

The Civil Aviation Regulations 1998, enacted by the Australian Parliament, aim to ensure the safety and efficiency of civil aviation within Australia. One specific aspect of these regulations is addressed in Part 39, which includes detailed directives to maintain the airworthiness of aircraft. The 1998 Regulations were introduced to fill the gap in comprehensive aviation safety standards, providing a structured approach to ensuring that aircraft and their components meet safety requirements. The policy objective underpinning these regulations is to enhance the safety of civil aviation by imposing stringent airworthiness standards and continuous oversight. The legislative instrument F2006B09422, specifically focusing on the Airworthiness Directives for electrical equipment, exemplifies this objective by mandating regular inspections and maintenance of critical components such as the propeller de-ice terminal clamp assembly to prevent failures that could compromise flight safety.

Scope and Application

The Civil Aviation Safety Authority (CASA) under the Civil Aviation Regulations 1998 applies this legislation to ensure the safety and airworthiness of specific aircraft components, particularly focusing on the B.F. Goodrich propeller de-icer terminal clamp assembly P/No 3E1883-2 fitted to Hartzell HC-B3TN and HC-B4TN series propellers. This regulation mandates an inspection of the terminal clamp assembly for any cracks as per the requirements outlined in B.F. Goodrich Service Bulletin No E-85-71. The requirement necessitates compliance prior to the issue of the next maintenance release following 31 January 1986, highlighting the importance of proactive measures to prevent potential hazards such as complete failure of the terminal clamp assembly, which could lead to separation from the propeller and subsequent damage to the aircraft fuselage. The regulation is applicable to all aircraft operators and maintenance entities within the Commonwealth of Australia, ensuring a consistent standard of safety across the aviation industry.

Key Provisions

The Civil Aviation Regulations 1998, specifically Part 39 - 107, focuses on the safety directives for electrical equipment in aircraft, with one such directive being AD/ELECT/47 regarding the Propeller De-Ice Terminal Clamp Assembly (Section 1/86). This directive applies to B.F. Goodrich propeller de-icer terminal clamp assemblies, part numbers 3E1883-2, which are fitted to Hartzell HC-B3TN and HC-B4TN series propellers. The requirement is to inspect the terminal clamp assembly for any cracks as per the specifications detailed in B.F. Goodrich Service Bulletin No. E-85-71. This inspection must be completed prior to the issuance of the next maintenance release following 31 January 1986. The obligations imposed by this directive are clear and specific. Aircraft maintenance personnel must conduct a thorough inspection of the terminal clamp assembly to ensure it is free from any cracks, particularly around the attachment holes. This inspection is not optional but a mandatory requirement to maintain the airworthiness and safety of the aircraft. Failure to adhere to these inspection requirements can result in serious safety issues, including the potential for the terminal clamp assembly to detach from the propeller, which could cause damage to the aircraft fuselage. Failure to comply with the provisions of AD/ELECT/47 can have significant legal and safety repercussions. The primary concern is the potential for serious damage to the aircraft due to the detachment of the terminal clamp assembly. Such an incident could lead to substantial financial losses, injuries, or even fatalities. Furthermore, operators and maintenance personnel found in breach of this directive may face regulatory action under the Civil Aviation Safety Authority (CASA). While the specific penalties are not detailed in the legislative instrument, non-compliance with CASA directives typically results in fines, enforcement actions, and potential grounding of the aircraft until compliance is achieved. These measures underscore the importance of adhering to the specified safety directives to ensure the continued safety and airworthiness of the aircraft.
