AIRWORTHINESS DIRECTIVE


For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/DHC-8/62 Amdt 1 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Flap Carriage Hook Roller Shafts 13/2000

 

Applicability: Model DHC-8 Series 100, 200, and 300 aircraft, serial numbers 3 through 555.

 

Requirement: 1. Implement a detailed visual inspection of the flap carriage hook roller shafts part number (P/N) 85750362-103 and/or P/N 85750362-105 for condition , in accordance with the inspection schedule introduced by the applicable Temporary Revision (TR) of the Airworthiness Limitations List (AWL) of the DHC-8 Maintenance Manual as detailed below:

 

(a)  For Series 100 aircraft: PSM 1-8-7: TR AWL-75 and AWL-76 dated 14 July

2000.

 

(b)  For Series 200 aircraft: PSM 1-82-7: TR AWL 2-19 dated 14 July 2000.

 

(c)  For Series 300 aircraft: PSM 1-83-7: TR AWL 3-83 dated 14 July 2000.

 

Replace any flap carriage hook roller shafts that are determined to be cracked, before further flight.

 

2. Replace all flap carriage hook roller shafts P/N 85750362-103 and P/N 85750362- 105 with Post Mod 8Q101103 roller shafts P/N 85750362-107.

 

Following installation of the Post Mod 8Q101103 roller shafts P/N 85750362-107, comply with the Structural Inspection Program for the Mod 8Q101103 roller shafts as introduced by the Temporary Revisions detailed in Requirement 1.

 

Note 1: Installation of Post Mod 8Q101103 roller shafts P/N 85750362-107 provides terminating action to the inspection requirements for the Pre Mod 8Q100429 roller shafts P/N 85750362-103 and the Post Mod 8Q100429 roller shafts P/N 85750362- 105.

Compliance: 1. If the number of flight cycles on an aircraft exceeds the 20,000 flight cycle inspection threshold, or if the 20,000 flight cycle threshold inspection becomes due in less than 12 months after 24 February 2000, carry out the threshold inspection before 24 February 2001.

 

2. Within 5 years or 20,000 flight cycles after 28 December 2000, whichever occurs first.

 

The compliance times for Requirement 1 remains unchanged by this issue. This Amendment becomes effective on 28 December 2000.

Background: Corrosion of flap carriage hook roller shafts Pre Mod 8Q100429, were found on several in-service aircraft. An investigation by Bombardier identified deficiencies in the manufacturing process that may have resulted in inadequate corrosion protection of some hook roller shafts. If not addressed, cracks initiating from the corrosion sites on the hook roller shafts can degrade the structural integrity of the flap system.

 

Amendment 1 clarified that the inspection schedule for the flap carriage hook roller shafts did not amend the inspection schedule for the other flap carriage components that are associated with the same inspection Task Number.

 

Amendment 2 is issued in response to a revision of the related Transport Canada AD which adds P/N 85750362-105 flap carriage hook roller shafts to the inspection and replacement requirements, and updates the TR status of the AWL of the DHC-8 Maintenance Manual.

 


Amendment 1 of this Airworthiness Directive became effective on 24 February 2000. The original issue of this Airworthiness Directive became effective on 15 July 1999.
